Study On The Construction Of Rural Public Cultural Service System Under The Strategic Background Of Rural Revitalization

The strategy of Rural Revitalization put forward by General Secretary Xi Jinping in the report of the Nineteenth National Congress of the CPC is an important idea put forward by the CPC Central Committee to adhere to the priority of agricultural and rural development from the overall and strategic level.Culture is the soul of a nation.Social stability,harmony,healthy development,social cohesion and the formation of national spirit all need the catalysis and integration of culture.Rural area is a regional complex with multiple functions of production,life,ecology,culture and society.It and urban space are interdependent and complementary,and together constitute the space place of human life."Rural culture civilization" is one of the five basic requirements of Rural Revitalization strategy,and the construction of rural public cultural service system is also a part of "rural culture civilization".However,at present,there are many shortcomings in rural construction compared with urban construction,the civilization degree of rural development is still far from that of urban civilization,the public cultural service system of rural areas in some areas is not perfect,and the rivers around Beijing and Tianjin are not perfect.The vast northern region is also more prominent,so the development of rural cultural services under the background of the strategy of Rural Revitalization has important theoretical significance and practical value.This paper defines the concept of rural public cultural service system from the perspective of "rural revitalization",analyses the subject and object of rural public cultural service,and puts forward the main tasks,basic ideas and important principles of rural public cultural service construction with Rural Revitalization as the starting point and foothold in the new era.Through the analysis of the dialectical relationship between Rural Revitalization and rural public cultural service system construction,the basic principle and supply mode of rural public cultural service system construction are sorted out,as well as the construction content of the public cultural service system including township-level comprehensive cultural stations.Taking the construction of rural public cultural service in Quyang County of Hebei Province as an example,this paper investigates the current situation of the construction of rural public cultural service system in Quyang County through field questionnaires and interviews,analyses the causes of the problems,and seeks good solutions to the problems.At present,the problems in the construction of Quyang County’s rural public cultural service system are mainly reflected in the following aspects: ideological awareness level,lack of government awareness and insufficient attention;management system level,the system mechanism is not smooth,the management mode is backward;cultural supply level,insufficient product quantity,outdated service content;hardware construction level,outdated infrastructure,lack of renewal of equipment;At the level of establishment,the brain drain is serious and the professionals are scarce;at the level of capital guarantee,the financial investment is insufficient and the capital chain is single.In view of these problems,we should clarify the objectives of the construction of rural public cultural service system under the background of Rural Revitalization strategy,define the responsibilities of the government,market,non-profit organizations and farmers,and adopt measures to strengthen the ideological construction of rural public cultural service,straighten out the management system of rural public cultural service,optimize the supply mode of rural public cultural service,and improve rural public.Specific measures such as infrastructure of common cultural services,guaranteeing the construction of rural public cultural service talents,and implementing the financial guarantee of rural public cultural services,etc.
