In order to explore the general characteristics of Fujian civil servants’ professional psychological capacities,to seek feasible method to improve the professional psychological capacities of civil servants,and improve the efficiency and performance of public service,this paper explores the above problems through two studies.In study 1,based on domestic and foreign existing studies about the professional psychological capacities,professional psychological quality and professional ability,combined with the research and the corresponding part of the civil servants interviews open investigation,through the questionnaire of general program,compile a scale concerning the civil servants’ professional psychological capacities in Fujian Province.The study 2 use the scale of civil servants’ professional psychological papacities,Social support rating scale,Proactive personality scale,and the Job performance scale as measuring tools.Randomly selected from Fujian Province across all levels of civil servants as the subjects,explore the civil servants’ professional psychological capacities to the job performance prediction effect,and investigates the mechanism of social support and proactive personality action between them.The research has basically verified the hypothesis,and the main conclusions are as follows:(1)The scale of civil servants’ professional psychological capacities mainly contains five dimensions: professional identity,stress management,job competence,professional role cognition,and interpersonal communication.The reliability and validity of the scale are good,which can be used as a survey tool for the professional psychological capacities of civil servants.(2)The civil servants’ professional psychological capacities in Fujian Province is at a moderate level.Among the five dimensions,professional role cognition and job competence have relatively high scores,and the score of interpersonal communication is relatively low.(3)There are significant differences in gender,age,working years,and level of employment of civil servants.But there are no significant differences in marital status,position types,etc.(4)There is a significant positive correlation between the professional psychological capacities,social support,proactive personality and job performance of civil servants.The professional psychological capacities and social support of civil servants have a significant predictive effect on job performance,and social support plays a role of intermediary between the professional psychological ability of civil servants and job performance,and the second half of the mediation process of proactive personality adjustment.
