The fiscal decentralization after the tax-sharing reform has a significant incentive effect on land finance,and land finance has played a positive role in making up for the local fiscal gap.Local governments rely on land for fiscal revenue to provide incentives for local economic growth and participation in regional competition.However,the problems of this development model have gradually emerged.The rapid growth of China's GDP is behind the lack of total public service supply,low quality and serious imbalances between regions and urban and rural areas.Land finance and public service supply are two important aspects that affect the sustained and healthy development of China's urban economy.Starting from the institutional background of land finance formation,this paper focuses on land finance and medical and health services,selects city-level cities as research samples,and deeply discusses the impact of land fiscal revenue on the level of medical and health service supply,and empirically tests medical and health care.The relationship between services and GDP levels,fiscal revenues and expenditures,and road area.At present,most of the literature focuses on the level of economic development and the study of local government competition behavior and public service supply level,while the literature on the role of land finance to promote medical and health services and empirical analysis is less.In fact,since 1998,the proportion of land finance in the local government's fiscal revenue has increased,and its impact on local government fiscal expenditure has also increased.Therefore,focusing on the social reality contradiction of the shortage of medical and health services and the current theoretical research,comprehensively and accurately analyze the role of land finance in the provision of medical and health services by local governments,and the scientific use of land finance and the improvement of regional medical and health services.Levels have important implications.Exploring the impact of local government land revenue on the supply of urban medical and health services is actually exploring the coordinated development of “land urbanization” and “population urbanization” in the process of rapid urbanization in China,and exploring the stage of building a well-off society in an all-round way.How to make development more effective ways to benefit all the people has high theoretical value and practical significance,and its conclusions provide some theoretical and empirical research support for the next fiscal system and land transfer mode reform,especially the land market transfer reform.This paper has innovations in perspectives,conclusions,and methods.This paper can find the inducing factors and countermeasures for the low satisfaction of medical and health services in China from different research perspectives,and also find the defects in land finance from the perspective of medical and health services,and provide reference for the reform of government fiscal system.This paper uses the panel data of 36 large and medium-sized cities in China from 2009 to 2018 to examine the relationship between land finance and medical and health service expenditures.The main conclusions are as follows: first of all,land fiscal revenue significantly promotes the expenditure level of medical and health services.At this stage,land finance as a strong support for local government financial resources,the role of medical and health service expenditures is positive and positive,driving the investment in the medical and health field is also increasing.Secondly,the level of economic development,infrastructure construction,and urban population unemployment rate all have a certain impact on the level of medical and health service supply.The specific performance is that the level of medical and health expenditure in areas with developed economy,perfect infrastructure and low unemployment rate is relatively high.Finally,the impact of fiscal autonomy on the level of supply of medical and health services is negatively correlated.This is because the higher the degree of fiscal autonomy,the greater the impact of local fiscal expenditure on government preferences,etc.,under other conditions.The level of supply of medical services is relatively low.Based on the above empirical findings,we propose corresponding policy recommendations from strengthening land system reform and land management,narrowing the regional gap in health care services,and enhancing the government's ability and willingness to invest in health care.In the research method,considering the spatial effect of economic variables,spatial correlation is incorporated into the traditional econometric model,and the spatial lag model and spatial error model are constructed to comprehensively examine the impact of land finance on medical and health services,so that the research conclusions obtained are more Targeted and persuasive.
