Research On The Basic Medical And Health Services Supply In Heilongjiang Province

Since2005, the central government puts forward a new reform proposition,"equalization of public service", for the first time, the central government and the Heilongjiang province government issued a series of policies to promote equalization of basic public services. Basic medical and health services as a important part of the basic public services, it’s effective supply is not only the important embodiment of the government’s ruling theory,"people-oriented" theory, also the important means to assure the health equalization of residents. The17th party congress proposed "the aim of health development is that, by2020, everyone will have access to basic medical and health services ". The18th party congress puts forward that "government must adhere to the direction of health services for the people, provide safe, effective and convenient public health and basic medical service for the masses". In2014, Heilongjiang province government issued the Public hospital comprehensive reform at the county level and implementation plan in Heilongjiang province, proposed that government must adhere to the public hospitals’welfare nature, promote the comprehensive reform of public hospitals at the county level, continuously improve the level of public hospitals’ medical and health services at the county level. In2015, the government work report "to accelerate and improve the basic health care system, deepen the comprehensive reform of primary health care institutions and constantly improve the level of basic medical and health services".Therefore, research the effective supply of basic medical and health services in Heilongjiang province has a certain theoretical significance and practical significance.This article introduce the connotation of the basic medical and health services, discusses the theory of public goods, fiscal decentralization theory, justice theory and welfare economics theory, using literature research, qualitative analysis, quantitative analysis and normative analysis, according to basic medical and health services’ supply situation in Heilongjiang province, from the supply rating, investment growth, urban and rural development, and reform of public hospitals, analyzes the problems existing in the basic medical and health services delivery in Heilongjiang province, and analyze the financial reasons, which cause uneven basic medical and health services in Heilongjiang province, including the government’s functions’ boundary is not clear, lack of financial support, grass-roots government financial powers and responsibilities are not matching, transfer payment system which below the provincial level is not perfect and the government achievements appraisal system is not scientific, in reference to the fiscal policy of basic medical and health services effective supply in Germany, Britain and Australia and Fujian province, Shanxi province and Anhui province, put forward the recommendations of financial policies and related supporting policies to promote the effective supply of basic medical and health services in Heilongjiang province, the financial policies including promote the government construct into a service-oriented government, realize the organic unity of financial powers and responsibilities, optimize the transfer payment system which below the provincial level, adjust the fiscal expenditure structure in a reasonable way, establish the performance evaluation system of medical and health services and improve the mechanism of financial supervision according with the law in Heilongjiang province. The related supporting policies including multivariate supply mechanism, promote the reform of public hospitals and construct the team of medical and health services.
