In Africa,the Republic of Rwanda is extensively recognized among the utmost prosperous countries because of the socioeconomic development it has made over the last fifteen years and definitely for improvements in health.From the twentieth century's second half until 1994,Rwanda established a strong centralized healthcare system.Healthcare services were theoretically provided freely.Despite the end of genocide years ago,the Rwandan healthcare system continues to face significant challenges.Although efforts were made in the past to address the crisis,the system is said to be performing below standard.Regardless of the progress mentioned earlier,challenges including;lack of finance,insufficient equipment,and inadequate management continue to exhibit.The sector has been poor comparing to the public expectation in relation to management,operation and process.This makes the government and sector's performance poor compared to their expectations.This hinders production of interventions and outcomes in health that are more responsive,equitable and efficient,thus,creating the necessity for this research to explore these challenges and the ways in which health service delivery can be improved in Rwanda.The research was hinged on three objectives i.e.to find out the challenges facing health service delivery at Kabgayi hospital,to assess the impact of government policy on health service delivery at Kabgayi hospital and to identify ways to improve health service delivery at Kabgayi hospital.This study conducted at Kabgayi Hospital in Rwanda generally intended to unleash the challenges facing healthcare delivery at that hospital.The study also assessed the effects of government policy on the delivery of health services at Kabgayi hospital.It further identified possible solutions to addressing the challenges facing health service delivery and how to make the health sector perform optimally.The study will help Kabgayi Hospital decision makers in among other concerned and interested persons and government bodies to discover important lessons in the delivery of healthcare and lay down alternative solutions for better realization of health initiatives.In addition,this research is of significance in that it makes a contribution for different organizations that have interest in supporting and working with healthcare institutions to fill the gaps of health service delivery problems identified and forwarded recommendations in the area.Furthermore,other researchers will use outcomes of this study as a reference to make further studies on similar areas.As a survey study research,the final results may not be generalizable nationwide.However,it can provide some level of understanding to the reasons why there is need to boost healthcare services at Kabgayi hospital and Rwanda at large.Quantitative and qualitative methods were adopted in the study approach to be able to achieve the objectives of the research.Purposive and random sampling techniques were employed during the execution of the study while both secondary and primary sources of data were a key source of data used during the study.Primary data was collected using interviews and questionnaire survey while government reports,statistical Annual Review by the government and other published papers were used as secondary sources of data.The research demonstrated the public administration of Kabgayi hospital and its impact on service delivery.From the conceptual model,independent variables were assessed to ascertain how they impact the effectiveness,efficiency,reliability,accessibility,responsiveness in addition to the quality of healthcare service delivery in Kabgayi hospital,Rwanda.The questions were tailored towards obtaining answers to the questions onto which the research was based answering including the problems facing Kabgayi hospital,the impact that government policies have on health service delivery and the ways through which health service delivery can be improved at the hospital.Results showed that the most pressing issues in the Rwanda health sector were poor hospital infrastructure and financial challenges.It was also very clear that policies to a larger extent affected the quality and nature of delivery of health services to the citizens of Rwanda.The research was associated to a case study research and made use of Kabgayi hospital in Rwanda.The study was not without limitations.With the population of Rwanda especially communities that have access to Kabgayi hospital and all the stakeholders involved,only a small sample size of 59 respondents was used.This constraint to some extent might led to some difficulties in the generalization of the survey to all the citizens of Rwanda as a whole.The use of a questionnaire for the data collection has its limitation as participants may not give the exact responses and also the researcher was not available on the field to explain vividly the benefits of the study.The use of the online questionnaire for the collection of the primary data was seen as a limitation of the study.Though they are trained professionals,the information might have been compromised during translation missing some fundamental elements.Time and distance was another limitation of the study.For future research,it is recommended that the scope of the research should be expanded to the rest of the hospitals and health centers in Rwanda.This will enhance a cavernous understanding of the quality of health care services and the challenges that the health sector in Rwanda faces.
