Comparative Study On Health Security System From The Perspective Of Optimizing Health Service

In August 2016,the Political Bureau of the Communist Party of China Central Committee held the National Conference on Health and approved the plan for a Healthy China 2030.The conference has put health for all as the fundamental goal,and provide a fair,accessible health service system to whole people for the overall life as the main approach,so as to deepen the reform and perfect the health security system of our country.However,at the present stage,the basic public health services in China faced with such problems,the chain of services for prevention-treatment-rehabilitation-health promotion needs to be improved,the function of public health services and the development of key crowd services is imperfect,ect.The health security system also faced with many problems.The security content is limited and disconnect from prevention services,the long-term care system is also imperfect.Therefore,to speed up the optimization of health services and improve the health security system is an important issue to be solved From the perspective of optimizing health service,this paper studies the content of optimizing health servie in three aspects:public health services,medical services and health services for key crowds.At the same time,this paper combins health service with health security system,sets the goal to construct a sustainable health security system which covers the whole crowds with the whole life.This paper analyzes the development of health security system and health service in China since the founding of the people's Republic of China,as well as the main problems and development paths.This paper also analyze the health security system of the United Kingdom,the United States,Japan and Taiwan,abstracts the experience of combining health service and health securty system in all countries and regions,thus optimizes the health services and consummates the health securith system of our country.Trough the research,this paper puts forward the following policy recommendations:(1)Government could increase legislation and expand the scope of health services,complete the transition from medical security to health security,and perfect the health security system.(2)Through the construction of an integrated health service system and health information system,the government will provide high-quality and efficient medical health service.(3)Governmen should strengthen public health services,promote the combination of health manngement and health insurance,carry out health promotion campaigns,and construct a public health service system covering the whole crowds.(4)Optimizing health services for key crowds and building a health security system for key crowds.
