Research On Policy Texts Of Provincial Basic Public Health Service Planning In China

In recent years,the basic public service system of China is tending mature and the basic public service planning has received increasing attention from governments at all levels.With the promulgation of China's "13th Five-Year Plan for Advancing the Basic Public Service Equalization",various provinces and municipalities have successively promulgated the "13th Five-Year Plan" for basic public service at the provincial level.While the basic public service planning is highly valued in the practice field,the planning research in the field of basic public service has also become a hot spot for scholars.However,through the literature review research on the basic public health service policy in China,it is found that there is still a lack of systematic research on basic public health service planning in China at present.Based on this background,this paper takes the “13th Five-Year Plan” for basic public service at the provincial level as the source of policy texts.Based on the analysis of its policy content,this paper takes the planning of basic public health services as the research object,conducting from three dimensions: policy objectives,policy contents and policy tools.Specifically,this paper will study the policy target system of basic public health service planning according to the policy goal theory,so as to have a better understanding of the target positioning situation in the process of formulating the basic public health service planning at the provincial level.Specifically,this paper will study the policy target system of basic public health service planning according to the policy goal theory,so as to have a better understanding of the advantages and disadvantages of the basic public health service planning goals at the provincial level.According to using content analysis method to study the policy contents and topic distributions of basic public health service planning,we can get the main focus of the stage planning to grasp the lack of policy content.The application of policy tools is mainly based on the quantitative analysis of policy tools based on text coding,clarifying the status quo and existing problems of policy tools.Finally,through the above three dimensions of research,this paper aims to provide a reference for improving China's basic public health service planning.Based on the research in this paper,the following conclusions are drawn:First,from the perspective of policy objectives,it is found that the policy target system in the field of basic public health service planning is not perfect,which is manifested in the lack of clear definition of the overall goal in the field of health services and the flaws in the main indicators.Second,from the perspective of policy content,the theme of policycontent is concentrated in five aspects.In general,the design of policy content areas is flawed.At the same time,the lack of innovation in some provincial and municipal policies is difficult to reflect local characteristics.Third,from the perspective of policy tools,the use of policy tools is based on environmental policy tools,and the complementarity and operability of policy tools need to be improved.Therefore,this paper believes that the basic public health service planning at the provincial level needs to be further improved.The following suggestions are proposed for the above three levels: First,at the policy objective level,it is necessary to improve the policy target system and set the main indicators scientifically and reasonably.Second,at the policy content level,it is necessary to enhance the systematic and innovative policy content.Third,at the policy tool level,it is necessary to strengthen the complementarity of the application of policy tools,optimize the three policy tools themselves,and improve the operability of the application of policy tools.
