Study On Health Service Utilization Of Poverty Rural Residents In Jiangsu Province Under The Policy Of Health Poverty Alleviation

Objective:Through questionnaires among poverty rural residents in Jiangsu Province,the health status,health service demands,health service needs and health service utilization of poverty rural residents in Jiangsu Province were investigated.By analyzing the impact of health care policies and Health Poverty Alleviation Policies on the needs and utilization of health services for this group,providing the reference for carrying out health poverty alleviation work.Methods:By consulting the relevant theories and research results of health service demand and utilization of poverty rural residents and the relevant policies documents of Jiangsu Province Health Poverty Alleviation Project,learning about the current situation of health service demand and utilization of poverty rural residents,as well as the focus,implementation,health benefiting policies and safeguard measures of health poverty alleviation work.A household survey of 2908 poverty rural residents in poverty-stricken areas of Jiangsu Province was conducted by multistage random sampling method.The data was two-way entered by Epidata3.1.Descriptive analyzing basic information,health needs,health demands and health service utilization by SPSS 22.0.Analyzing the main influencing factors of outpatient treatment and hospitalization of poverty rural residents with logistic regression.Learning about the situation of local health policies and implementation of measures and existing problems through interviews.Results:The two-week morbidity rate is 21.9%.The two-week treatment rate is 18.0%.The hospitalization rate is 17.8%.The main influencing factors on outpatient treatment are age,new rural cooperative medical system,annual per capita income,numbers of family outgoing population,liabilities due to illness,and numbers of chronic diseases.The main influencing factors on hospitalization are ages,action level,annual per capita income,liabilities due to illness,and new rural cooperative medical system.As a whole the health services need of poverty rural residents of Jiangsu is huge while the rate of health service utilization is low due to financial difficulties.The basic medical insurance is very close to universal-coverage,but the the economic burden of disease is still heavy that the security need to be enhanced.Poverty rural residents' awareness of health care and health policy information is slightly low.Primary medical institutions are the main choice for poverty rural residents,but the level of basic health services needs to be improved.The problem of health and health service accessibility of Left-behind elderly is serious because of the large number of family outgoing population.Conclusion:To improve the current situation of medical service for poverty rural residents in Jiangsu Province,the government should implement the health input policy,raise the level of medical security for poverty rural residents,implement the health policies benefiting the people,and improve the service capability of primary medical institution.
