In March2009, the CPC Central Committee and the State Council issued Opinions of the CPC Central Committee and the State Council on Deepening the Health Care System Reform and Current Key Schemes on Reforming the Health Care System,2009-2011to relieve the problem of " difficult and costly access to health care services " after comprehensive surveys, launching a new reform on the health care system. Among the key schemes, the advancement of reforming state-owned hospitals is one of the five key reforms in the new health care reform package. Serving as the principle part of the health care system in China, state-owned hospitals are the terminals of medical and health services as well as priorities and difficulties of medical reform. The reforms on state-owned hospitals are the determining factors for the success of the health care system reform. As an underdeveloped province in the west of China, Shannxi defaults much on the social undertakings and has unsolid basis for health care services. Shannxi, however, launched reforms on county-level hospitals earlier than many other provinces. Early in2008, Zi Chang County carried out practice of reforming state-owned hospitals. Ever since then, Shannxi has commenced comprehensive reforms on state-owned hospitals across the province in2012on the basis of summarizing and analyzing the experience of Zi Chang’s reforms. The purpose of this thesis is to offer suggestions for the future reforms on Shannxi state-owned hospitals through studying theoretical knowledge of reforming state-owned hospitals, analyzing the detailed measures and effects of Zi Chang’s experience and the system design of county-level hospital reform of Shannxi Province from the aspects of financing channels, management system and operating mechanism, comparing the results of Shannxi reform, analyzing the current problems and learning the reform experience from home and abroad.
