Research On Compensation Problems Of County-level Public Hospitals Under The Background Of Medical Reform

In order to solve patients' difficulty of obtaining medical service,an issue of the populace,in 2009,our country launched a new round of medical and health system reform,to establish a basic medical and health system covering both urban and rural residents,for the masses to provide a safe,effective,convenient and cheap the overall goals of basic medical and health services.Since the Eighteenth National Congress of the Communist Party of China,the central starting from "Four Comprehensives "strategic layout,further defined the pharmaceutical and healthcare fields in the basic position in the global economic and social development,to make the requirements on the "enable of medical" continue to achieve new progress.The reform of public hospitals is an important part of health reform,directly affects the success or failure of reform,the proposed reform of public hospitals usually divided into two steps,first of all,is a comprehensive reform of public hospitals at the county level,and promote to urban comprehensive and reform of public hospitals.As the first step in the reform of public hospitals,the problems in the reform of public hospitals at the county level in the compensation for the implementation of urban reform of public hospitals has important reference value.After the reform of public hospitals at the county level,in order to completely break medicine for medical phenomenon as the breakthrough point,tries to establish a more scientific compensation mechanism.However,at present there exist some problems in the public hospitals in terms of compensation:financial compensation does not reach the designated position,the medical service price compensation is not reasonable tapping latent ability is limited,health care,hospital within payment beam around the hospital development,financing channel is not clear,and so on.In this paper,in the perspective of public hospitals at the county level to obtain compensation channels,research under the background of the reform,the public hospitals in our country,how to ensure they under the precondition of maintaining public welfare nature,get enough compensation.With beginning of the statement on the study of this paper,the situation for our country public hospital overall compensation on the horizontal and vertical comparative analysis,and then a detailed analysis on the reform of public hospitals at the county level of Liaocheng city,led to the current reform under the background of the problems existing in the public hospital compensation at the county level in our country.The following summarizes the experience of the foreign public hospital compensation level domestic reform experience of "Sanming mode".Finally put forward the related Suggestions to improve our country public hospital compensation at the county level.
