Community health service center is an important carrier to provide basic medical and health services for residents,and is an important part of China’s medical and health system.In recent years,the development of China’s primary health care system is gradually improving under the introduction and vigorous promotion of various national policies.As the core of the system,the community health service center has achieved remarkable results in its development and construction.However,there are still many problems in the development of community health service centers,such as imperfect management system,low social recognition and unsatisfactory system implementation effect.The main reason is that the service quality of community health service centers is difficult to meet the health requirements of residents,and the staffing,service functions and medical facilities are not recognized by residents,thus causing people to tend to visit large hospitals more often.Therefore,in order to promote the high-quality development of community health service centers and increase residents’ recognition,it is indispensable to actively take corresponding measures to optimize the management level,strengthen the system control and perfect the performance appraisal.To sum up,it is of great significance to study and construct a scientific and reasonable operation system of community health service centers and to improve them timely through performance evaluation.First of all,taking the balanced scorecard and the basic theory of community health service center as the breakthrough point,through the research and combing of relevant literature,it has laid a theoretical foundation for the community health service center to use the balanced scorecard to operate and manage and evaluate its performance.Secondly,the development status and existing problems of community health service centers are elaborated,and the necessity and feasibility of applying the balanced scorecard to the operation and management of community health service centers are analyzed.Based on this,the design principle of the balanced scorecard is integrated with the service connotation of community health service centers,and a set of operation and management system of community health service centers based on the balanced scorecard is constructed from the perspectives of residents,finance,internal business processes,learning and growth.The system takes the service aim of the community health service center as the core,defines the strategic objectives and operational themes of the four dimensions,analyzes the key success factors affecting the realization of the objectives,and designs the key evaluation indexes linked with the objectives.Thirdly,a scientific and reasonable method is adopted to establish an evaluation model to evaluate the performance of the operation and management of the community health service center.Through comprehensive analysis of the evaluation results,reasonable suggestions are put forward for the continuous improvement of the community health service center.Finally,combined with practical application cases,the paper analyzes and demonstrates the practicability of balanced scorecard technology applied to the operation and management of community health service centers,and has great strategic significance for its sustainable development and social value enhancement.
