Performance appraisal is an important part of the performance management of enterprises and institutions.It is extremely important to strengthen the research on performance evaluation,and it also has great value.This article takes Hengyang County Maternal and Child Health Hospital(hereinafter referred to as Maternal and Child Health Hospital)as the research object,and adopts Delphi method and analytic hierarchy process to construct a performance evaluation system based on balanced scorecards to effectively evaluate the performance of clinical departments To promote the development of its clinical departments.The main content of this article is as follows:The first part is the introduction,which mainly introduces the research background and research significance of this article,analyzes the current research status at home and abroad,and explains the research content and research methods and innovations.The second part introduces the connotation of hospital performance evaluation,the theory and advantages of balanced scorecard.The third part introduces the basic situation of Hengyang County Maternal and Child Health Hospital and the existing performance evaluation model of clinical departments,and analyzes the existing performance evaluation problems in clinical departments.The fourth part is the key chapters of this article,which builds a set of performance management system for clinical departments of maternal and child health hospitals based on balanced scorecards.Firstly,preliminary selection of indicators is performed by consulting relevant literature and performance indicators of clinical departments of the same type of hospitals;secondly,preliminary selection of indicators is rescreened by expert survey method;finally,the analytic hierarchy process is used to determine the weight of each indicator,thereby establishing A scientific and reasonable performance evaluation system for clinical departments of maternity and child health hospitals.The fifth part uses the TOPSIS method and uses the constructed performance evaluation index system to evaluate the comprehensive performance of the clinical departments of the Maternal and Child Health Hospital.The actual situation.The sixth part is the conclusion and prospect.In this paper,the application of the balanced scorecard theory to the performance evaluation of county-level second-level hospitals has certain practical value to the MCH hospitals,and also has certain reference value to the same type of hospitals.
