| As a basic right of the public,health is needed and indispensable for everyone.Nowadays,with the continuous emphasis on the happiness of citizen life,the public's physical health has become one of the essential and most important indicators,and has been increasingly valued by citizens and society.In the 70 years since the founding of the People's Republic of China,with the rapid development of the national economy and the continuous improvement of people's living standards,China's medical and health services have made world-renowned achievements,changed the past lack of medicine and epidemic diseases,and the average life expectancy of the population has increased significantly.However,with the gradual increase of people's demand for medical care,China's current supply of medical services is inadequate and needs to be improved,which poses a great challenge for local governments to improve their public service supply capacity.At present,the supply of medical services has the following problems: First,from the perspective of supply and demand,the irrational optimization of the allocation of medical resources makes the distribution of regional resources unbalanced,and at the same time,the ever-increasing demand from the public has created the public's “difficult to see a doctor ” The problem of expensive hospitalization is becoming increasingly prominent.From a service perspective,there is a large gap in strength between medical and health services at this stage.Hospitals in large cities have concentrated a large number of medical personnel resources and a sound medical equipment system.And standardized wards and the ability to carry strong services,but also caused patients to see a doctor for medical treatment,making hospitals overburdened,and small cities' hospitals did not have such problems;from the perspective of balanced interests,the current medical services,Medical insurance,drug supply system has not yet formed a unified and complete structural system,and the distribution of benefits is uneven.From the perspective of the system,the medical service,medical insurance system,drug production,distribution,and price control systems have not yet been perfected,and government supervision has not been implemented at the micro level.In addition,the health administration system is incomplete,and personnel at different levels can enjoy The health care coverage is uneven and lacks equality for the benefit of the people.These problems have affected the supply of basic medical services from different aspects,making them unbalanced with the needs of the public,making it difficult to achieve the goal of "everyone enjoys basic medical services." People's livelihood and health issues cannot be ignored in the development of the country and the people.There is an urgent need to improve and improve China's medical service supply system,public health service system,medical service system,medical security system and drug supply security system.This article takes Panzhihua City's medical service supply as the research object.It starts from the three aspects of Panzhihua City's medical service demand survey,medical service supply status analysis,and medical service supply and demand gap analysis.It takes hospitals,medical insurance,and medicine as the entry points and adopts the literature research method.,Data analysis method,questionnaire survey method,sampling survey method,etc.for data collection and field evidence collection,taking into account both theoretical and empirical analysis.Analyze hospital-level gaps from the four aspects of hospital gaps,doctor gaps,equipment gaps,and medical environment gaps;analyze medical insurance gaps from medical insurance structure gaps and medical insurance reimbursement gaps;from overall drug price levels,quantity and quality of medicines,etc.Analysis of gaps at the pharmaceutical level.Aiming at the problem of imbalance between the supply and demand of medical services in Panzhihua City,corresponding strategies are proposed from the three aspects of hospitals,medical insurance and medicine,and medical resources are resolved by increasing the number of hospitals,optimizing the hospital structure,upgrading the hospital level,rationally distributing hospitals,and improving the level of doctors Insufficient and uneven distribution of medical resources;solve the problems of insufficient medical insurance coverage and incomplete medical insurance reimbursement procedures by increasing the participation ratio,optimizing the reimbursement ratio and simplifying the reimbursement procedures;by optimizing the drug procurement mechanism,eliminating the "medicine to support doctors" The benefit chain and the improvement of the drug supervision system to resolve the medical chaos such as incomplete drug procurement mechanisms and loopholes in drug supervision.In the next 10 years(2020-2030),try to make the supply and demand of medical services in Panzhihua City basically reach a balance,improve the medical service system,and provide experience and inspiration for medical service reform in other regions of China. |
