Research On The Problems And Countermeasures Of Medical Support Combined With Old-age Care In Zhenjiang City

At the end of the 20 th century,China began to enter an aging society.China has become the only country in the world with an elderly population of more than 100 million,with a large elderly population base,a rapid growth rate and a continuous increase in the number of elderly people.The serious aging problem has brought severe challenges to social development.It has also brought great pressure to the pension service in our country.However,due to the limitation of the existing medical resources,it is difficult for the elderly to see a doctor in the process of providing for the aged.For this reason,the state has put forward the model of combining medical care with providing for the aged to alleviate the problem of lack of medical resources in the process of providing for the aged.At present,the combination of medical care and old-age care in China is still in the primary stage,although it has achieved certain results,but in the process of development,it is still faced with some problems,such as slow development of talent team,imperfect management system,imperfect policies and regulations,and so on.Based on the research on aging at home and abroad,this paper expounds the concepts of old-age service,the combination of medical care and medical care,and explains the theory of welfare pluralism,positive aging and public goods.On this basis,a questionnaire on the needs of the elderly in Zhenjiang is developed to investigate the situation of providing for the aged and the current medical situation of the elderly.The questionnaire data collected in this paper are analyzed by the methods of frequency,chi-square test and cross analysis to find out the problems existing in the current situation of providing for the aged and put forward some countermeasures in order to make a positive contribution to the development of the mode of combining medical care with providing for the aged.Through the data analysis of the survey results,we find that there are the following problems:(1)The elderly with different health status pay high attention to medical care conditions,cost standards and medical insurance reimbursement when they choose pension institutions,and with the increase of age,the importance of cost standard and medical insurance reimbursement is increasing.(2)Some elderly people in institutions for the aged think that pension institutions are lack of medical resources,high fees and unprofessional nursing care;(3)Providing for the aged at home is still the main way of providing for the aged at present,but there are some problems,such as lack of care,inconvenient to see a doctor and so on.(4)The citizens of Zhenjiang do not have a high awareness of the combination of medical care and old-age care,and generally hold a wait-and-see attitude towards this policy.This paper analyzes the causes of the problems,which are as follows:(1)The government's support for the old-age industry is not in place,The main reason is that the management system is not perfect,the medical insurance policy support is not enough and the government investment is insufficient;(2)The industry charge standard of pension institutions is chaotic;(3)The construction and development of elderly service team is slow;(4)The service ability of family doctors is low,and the number of fulltime general practitioners is seriously insufficient;(5)The propaganda of the combination of medical care and old-age care is not in place.In view of the problems found in this paper,the following countermeasures are putforward:(1)To increase the government's support for the old-age industry by establishing the communication and coordination mechanism of the relevant departments of medical care and providing for the aged,increasing the support of the government to the medical insurance policy,encouraging the construction of pension institutions,etc.(2)The government should speed up the formulation of a clear charging policy and strengthen the daily supervision and regulation of charging behavior.(3)To increase the talent reserve of the elderly service personnel,improve the professional skills,improve the social and professional status of the elderly service personnel,and speed up the establishment and improvement of the elderly service team;(4)Increase the training number of family doctors,increase the training of family doctors,and vigorously improve the service quality of family doctors;(5)Make use of new media and government official Weibo and other channels to publicize the model of medical care combined with old-age care,strengthen publicity and improve social awareness.
