It is the basic task of the current policy of graded diagnosis and treatment to establish a hierarchical diagnosis and treatment system in line with China's national conditions,form a clear division of labor and cooperation mechanism of medical institutions,and achieve a scientific order of medical treatment.In 2016,the people's government of Xinjiang uygur autonomous region issued the implementation opinions on the hierarchical diagnosis and treatment work in the autonomous region,which explicitly proposed to gradually establish the hierarchical diagnosis and treatment system in Xinjiang,maximize the effectiveness of medical resources,and promote a reasonable medical order.As a public hospital,it needs to closely follow the pace of reform and adjust itself to the impact of hierarchical diagnosis and treatment.Therefore,it is emphasized to start with the performance management of public hospitals,establish a scientific compensation mechanism,improve the management system,and establish a salary system suitable for the medical industry,so as to accelerate the deepening reform of public hospitals.Hierarchical diagnosis can rationalize the allocation of medical resources and make the medical service supply system more economical and efficient.However,one of the key difficulties in implementing graded diagnosis and treatment is the performance management of hospitals.To explore the necessity of hospital performance management under hierarchical diagnosis and treatment,and to construct and improve the performance management system is an important prerequisite for the realization of hierarchical diagnosis and treatment.Therefore,this article selects the Xinjiang Z public hospital as the research object,considering its location advantage,professional advantage,and its active practice of hierarchical diagnosis and treatment in 2016,through the diagnosis and treatment in the first two years of 2016,compared with that after two years of performance management data analysis to discuss the influence of Z hospital performance management policy,can provide reference for Xinjiang and other public hospitals.First of all,this paper expounds the concepts of hierarchical diagnosis and treatment and performance management,and reviews and sorts out the theories and methods of performance management.Secondly,the implementation situation and performance management situation of graded diagnosis and treatment in domestic medical and health industry were collected and introduced,and the implementation situation of gradeddiagnosis and treatment in Z hospital and performance management scheme around 2016 were described.Thirdly,it explains the motivation of performance management from four aspects: policy background and reform requirements,macro environment and industry development,performance management system and cost income.The countermeasures of Z hospital to performance management after graded diagnosis and treatment were analyzed.Finally,through the workload,medical efficiency,medical quality,income and cost,this paper analyzes the effect of Z hospital's performance management measures under hierarchical diagnosis and treatment,and puts forward Suggestions for improvement.By studying the performance management of Xinjiang Z public hospital under hierarchical diagnosis and treatment,this paper comes to the following conclusions.First,actively respond to the call of national policies,recognize their own positioning,improve the performance management system,and consolidate the economic foundation;Second,we should make full use of our own advantages to optimize and improve the performance appraisal method,improve the initiative of medical staff,and reduce the negative impact of graded diagnosis and treatment.Third,active implementation of medical policies is the only way for the development of public hospitals.The phased achievements of Z hospital can provide reference and experience for those hospitals that are confused or at a loss.This paper aims to study the motivations,solutions and effects of performance management through the case of graded diagnosis and treatment in public hospitals of Xinjiang,and provide references for the further implementation of graded diagnosis and treatment system in Xinjiang and the innovation of performance management in other public hospitals.
