Public hospitals as the main body of the medical service system,the level of its management ability has a direct impact on the quality and efficiency of medical services in the entire society.In recent years,the state has issued a series of health care reform policies,proposing that public hospitals should adhere to the basic positioning of public welfare.Improving the incentive mechanism for medical staff,adjusting the performance structure and improving service quality and efficiency as the focus of reform.Improving the modern hospital management system requires public hospitals to strengthen their scientific management level on the basis of adhering to public welfare,and the establishment of performance management system is an important means.This article takes T City Mongolian Medical Hospital as the research object,uses questionnaire survey methods to understand the staffs opinions and suggestions on the hospital’s current performance management system,and through factor analysis,summarizes three factors that affect performance management satisfaction.Based on this,it is concluded that the hospital has deficiencies in performance management understanding,design of performance evaluation indicators,and use of evaluation results.Then,based on the problems,analyze the causes,and put forward countermeasures from the following aspects:rationally optimize performance assessment indicators,strengthen performance communication,strengthen the construction of hospital performance management organization team,establish an effective supervision and review mechanism,accelerate the construction of hospital information,and expand the use of evaluation results scope,give full play to performance.By combining the performance management theory with the specific practice of the Mongolian Medical Hospital of T City,this paper can provide some reference for other public hospitals of similar nature while improving the hospital’s performance management level.
