Research On The Change Of China's Public Health Emergency Policy

In recent years,with the complexity and diversification of social environmental factors,public health emergencies occur frequently,which have seriously threatened people's life safety and social stability,forming a public crisis.Policy is an important means and lever for social management in the country.The public health emergency policy provide the basis and institutional guarantee for the development of public health emergency work.In the new era,the CPC Central Committee has raised China's public health policy to a national strategic level.Although China's public health emergency management has made significant progress at this stage,there are still many problems and the policy system is not perfect.Therefore,it has important theoretical and practical significance to systemize and deeply explore the China's public health emergency policy system.This paper takes China's public health emergency policy as the research object,and uses 677 relevant policy documents issued at the national level as the data basis.Based on the policy text analysis method,this paper analyzes the evolution of China's public health emergency policy in the policy subject,policy content and other policy element dimensions.Drawing on North's theory of institutional change,this paper advances the change logic analysis of China's public health emergency policy.The study finds that:(1)the cooperation network among the public health emergency policy issuers in China tends to be rich,but does not form a strong link cooperation network;the policy content is more detailed and comprehensive,and the policy connotation has been deepened,showing the development trend of the emergency gateway moving forward constantly;(2)the change of China's public health emergency policy is the result of the comprehensive effect of internal and external factors.The internal motivations include the contradiction between policy supply and policy demand,and the game between policy participants,which are the direct driving forces for policy change.The external driving forces mainly include national interests and national development,focus events and technological innovation,which are indirect driving forces for policy change.(3)The change path of China's public health emergency policy belongs to gradual change.Stability is reflected in the value orientation of the supremacy of the public interest,and gradual change is reflected in the gradual deepening of policy issues and objectives,the increasing richness of policy content and the diversification of policy tools.(4)The change of China's public health emergency policy conforms to the compulsory change mode,that is,the government has always been in a dominant position and has presented a "top-down" policy process.On this basis,this paper further explores the effectiveness of the change of China's public health emergency policy based on typical cases,and finds that China's public health emergency work has achieved remarkable results under the policy changes,mainly reflected in the comprehensive enhancement of China's public health emergency system;The public health emergency response capability has been significantly improved;The role of China's public health emergency in maintaining social stability has become increasingly prominent;China's influence in the international health field has been greatly improved.Finally,countermeasures and suggestions for optimizing China's public health emergency policy are put forward.
