Shanghai Mental Hygiene Question Research In The View Of Public Health Policy

Along with the social development, the competition is day by day fierce; as the environment pressure more and more heavy, the dysphrenia incidence rate elevates year by year. At the same time, the dysphrenia causes the negative effect, such as suicide, neurosis, which attacts the entire society's attention.The Shanghai mental hygiene regulatory policy influenced by"value treatment disvalue prevention"causes the crowd lack of the understanding for a long period. There is still large-gap to the working mechanism of"government leadship, department cooperation, society participation", according to State Council's"about Further Strengthens Mental Hygiene Work Instruction Opinion"in 2004 and"the Chinese Mental Hygiene Work Plan (2002-2010 Year)"by four ministries and commissions, which propose the principle of"prevention primarily, prevention and control union, key intervention, widespread cover, management legally"; the character of macroscopic management, prevention primarily, widespread cover has not been manifested, the management only can extend to the patient, while have a flaw to the potential patient and the atypical patient, specially let matters drift to the non-specialist mental hospital patient. Therefore, it is necessary to carry on the thorough investigation, research and analysis on the question and the influence factor which exist in dysphrenia prevention and control.To such background, we attempts to investigate the patient's mental hygiene status, from the public health policy angle, analysize the inhabitant's mental hygiene reason and propose the countermeasure on mental hygiene management.The research indicates that, the Shanghai urban district has initially established the public mental hygiene management system; the local legal laws and regulations has supportted the practical work legally; it has established the preliminary fund overall plan mechanism; the large-scale psychiatry department has covered general hospital. But there are still some problems,such as the factor affecting the sustainable development in the urban district public mental hygiene system, the feasible policy basis incomplete; value treatment disvalue prevention; enhancement on the financial investment to extend the profiting coverage; lacking of the effective action on the community mental hygiene construction causing the medical expense and the social resources wasted seriously; short of mental hygiene educations and jobholders.This article proposes from the public health policy angle to set up prevention primarily thought, strengthening public health management function; to clear about the government responsibility, enlarging public finance investment; to disposite reasonable health resources, displaying community function; to set up perfect personnel training mechanism,taking the mental hygiene education; the final aim, to popularize mental hygiene knowledge,achieving physical and mental health.
