As the main body of the medical service system in China,public hospitals bear the responsibility of providing convenient,efficient and inexpensive medical services for the society.Public hospitals have public welfare,that is,the operation of public hospitals does not exist for profit.It is precisely because of the important position of public hospitals in the whole medical system,the current reform of public hospitals is one of the key projects of the new medical reform.In the process of public hospital reform,it is necessary to reform the hospital compensation mechanism,especially the financial compensation mechanism.There is no scientific compensation mechanism for how much and how to compensate the government for the financial compensation of public hospitals,which is also the key problem of the reform.Since the new medical reform,the central government has issued instructions on the reform of financial compensation on many occasions,pointing out that special hospitals such as psychiatric hospitals,infectious hospitals,traditional Chinese medicine hospitals,gynecology and obstetrics hospitals have the particularity of object-oriented and public welfare of operation,it is necessary to tilt the compensation policies of such hospitalsl.At the same time,Shanghai has also issued relevant policies,requiring the exploration of classified management of medical institutions,the implementation of differentiated compensation policies and the implementation of the relevant preferential policies for specialized hospitals.Therefore,improving the differential compensation mechanism is a clear requirement for the new medical reform.Based on the data of 24 public hospitals in Shanghai,this paper explores what factors will affect the level of financial subsidy of public hospitals in order to further improve the financial compensationmechanism.In the specific study,the necessity of government intervention in public hospitals is explained from the social demand theory and public goods theory,and then the policy evolution of compensation mechanism of public hospitals in China and Shanghai(since the new medical reform)is sorted out.In the data analysis,the comprehensive index method is used to handle the relevant indicators of Shanghai public hospitals in 2016,so as to avoid the impact of different dimensions on the statistical results.In the analysis of the factors affecting the level of financial differential compensation in Shanghai public hospitals,the non-parametric test is used to analyze the correlation.The main conclusions are as follows: At present,the financial compensation level of public hospitals in Shanghai is mainly related to the medical service quantity,operation level and staff income and expenditure structure;among them,the medical service quantity and operation level of hospitals are inversely proportional to the financial compensation level,and the staff income and expenditure structure and financial compensation level are directly proportional.Finally,after concretely analyzing the problems existing in the financial differentiated compensation of Shanghai public hospitals and summarizing the reference points of other countries and regions,the paper puts forward feasible suggestions for the improvement of the financial differentiated compensation mechanism of Shanghai public hospitals.
