Along with the progressing of reformation of our national health care system,the current compensation system of public hospital has been not suitable for this reform direction,and could not meet the needs of the development of public hospital.To solve the problem of the existing the public hospital compensation system has more and more important practical significance.In 2011,the state proposed a classification reform of public institutions,and pointed performance wage system as public hospital compensation system reform direction.Specific performance salary reform policies and measures have not yet introduced,so the reform of Fujian provincial public hospitals compensation system has been advancing slowly.Firstly,the study reviewed the concept and theory of compensation system related,focused on the studies on the collected compensation system of Chinese public hospitals.In the current research on compensation system of public hospitals in china,There has been lack of research on compensation system of public hospitals at the government level.Secondly,Review four times salary system reform of public institutions briefly.Understand the story of the current salary structure as well as the future of the reform trend.Display the salary present situation of provincial public hospitals in Fujian Province by the compensation questionnaire survey about Provincial Public Hospital in 2013.There are several features of the provincial public hospital compensation:The overall salary higher level,the low proportion of the basic wage,salary and rank is closely related,a gap between the compensation,lake of pay satisfaction and so on.Combined with the salary survey data and field survey,summarize three existing problems:1.Lack of government financial investment,Funds source by salary revenue;2.The huge income gap,Lack of fairness;3.The performance target deviation,Performance appraisal procedures imperfect.The article explains the reasons of the problems from the process of historical development and by related theories of compensation.Finally,the paper introduced the background and the main measures of performance wage system reform in sanding public hospitals.Analyzed the feasibility that Fujian Provincial Public Hospital would be carry out the performance wage system reform in sanding public hospitals,from three aspects of public policy,hospital economy operation and medical staff motivation.Points out that the performance wage system reform in Sanming has not yet involved problems.Gives four suggestions about perfecting the compensation system of public hospital:1.Increasing financial investment,optimize investment structure;2.Accelerate the implementation of personnel reform,all-staff recruitment;3.Correction performance target,improve the performance appraisal system;4.Improve the compensation level,the importance of non material incentive. |
