Research On The Reform Of Operation Funds Compensation Mechanism In Public Hospitals

The financial compensation mechanism of public hospitals is the key factor in the success of medical reform in china.For a period of time,China’s public hospitals mainly through financial subsidies,medical service charges and drug addition income three channels for financial compensation.In order to ensure the normal operation of the public hospitals and ensure the supply of medical services,they have to rely on drug income to make up for the financial deficit.This leads to the tendency of public hospitals to become more profit,and also increases the medical burden of the masses,which affects the stability and harmony of the society.This paper uses the theories of hospital management,public administration and public policy,and adopts systematic research method,investigation research method,comparative study method and literature research method,the integrated use of system management theory,stakeholder theory,Pareto optimality theory,in order to cancel drug addition policy from the perspective of research funding the compensation mechanism of public hospital reform.On the basis of clear concept,this paper reviewed the reform of compensation mechanism in public hospitals in China.Based on the analysis of the results of the reform of public hospitals and the reform of public hospitals in China,some suggestions are put forward for the reform of public hospitals’ financial compensation mechanism.After the abolition of the drug addition policy,the countermeasures and suggestions for the reform of the compensation mechanism in public hospitals include the following aspects.The first step is the financial compensation mechanism for deepening the reform of public hospitals,the establishment of financial compensation mechanism with high efficiency;second is recommended to improve the medical service cost accounting,the reform of medical service price system;the third is to establish a scientific evaluation system,strengthen the supervision of comprehensive performance evaluation;Fourth way is to improve the basic drug system,promote the reform of pharmaceutical production circulation system;the fifth path is the perfect medical insurance service system,promote multiple Medicare payment reform;the sixth suggestion is to strengthen the internal cost management and control,and effectively improve the ability of self-compensation.This paper discusses the reform of public hospitals compensation mechanism from the multi angle,explore the compensation mechanism are beneficial to the government,hospitals,medical workers and patients from the perspective of stakeholders,in order to hope to improve the people’s medical service water,promote the medical and health system reference.
