A Preliminary Study On The Financial Supervision System Of Private Non-profit Hospitals Based On The Bimodal Supervision Mode

Background:With the start of a new round of medical reform in China,the opening of the medical market has been obviously improved,and a large number of social forces have participated in the medical and health service industry.The government encourages social capital to hold medical institutions in order to meet the growing demand for medical treatment of the people.But at the same time,due to the birth of private non-profit hospitals in China is not a long time,the relevant national financial regulatory measures and supporting the legal system construction is lagging behind,causing frequent false nonprofit hospital phenomenon,a serious challenge to the supervision system of the private hospital in China,strengthen the supervision of imminent.Objective:This study will start from the perspective of financial supervision,focusing on government documents "property ownership,financial operations and cash balances the use of" three aspects of the regulatory requirements,through summing up the advanced and mature organization and non-profit hospitals in foreign countries and districts of experience,and try to introduce the existing regulatory model of financial industry regulation,and strive to improve and complement the face of financial supervision system of China's private nonprofit hospitals from the perspective of policy and practice,to provide reference for the implementation of the relevant government departments and regulatory strategy.Methods:Literature research.By combing the relevant literature materials,finishing the regulatory status and conclude the current domestic and foreign system of non-profit organizations and hospitals,analysis of different pattern features,so as to provide reference and basis for the study of research design,to explore the private non-profit hospital financial supervision system design reference.Policy research law.Through collecting,sorting and analyzing the regulatory policies of related industries at home and abroad,we should clarify the direction and thread of policy development,and extract references for our private non-profit hospitals' financial supervision system,so as to broaden our research vision.Comparative study method.This paper makes a comparative analysis of the four regulatory modes of the financial industry in developed countries and regions,the non-profit organizations and the supervision of the hospitals.Combined with the current supervision system of private non-profit schools in China,we draw lessons from the advanced experience.Interview method.According to the regulatory process in stakeholders were interviewed,including government departments,hospital managers,financial experts and scholars to understand the current situation and difficulties of the collection,financial supervision of private non-profit hospital,provides theoretical basis for the construction of financial regulatory body of private nonprofit hospital.Contents:This research chooses private nonprofit hospitals as the research object,analyzing the current situation of financial supervision of non-profit organizations in developed countries and regions and hospitals,and with reference to design financial supervision model,combined with China's non-profit private hospital industry characteristics,further clear the financial regulatory body,functions and means of regulatory elements,the framework of system construction the financial supervision of private non-profit hospital.Results:The introduction of similar to the financial industry in the Twin Peaks regulatory model in the financial supervision system of China's private nonprofit hospital,so as to form the framework,and build the financial supervision system design guidance,financial supervision system and eventually build a Twin Peaks regulatory model of private non-profit hospital in China.The financial supervision system can be carried out from three aspects:macro,external and microcosmic.The macro level is mainly based on the government regulatory mechanism,which performs the prudential supervision function in the Twin Peaks regulatory mode and provides policy guidance and basis for the macro financial supervision of private non-profit hospitals,so as to ensure that they avoid the risk of economic operation.In the aspect of external supervision mechanism of industry,Twin Peaks regulatory model in exercise behavior regulatory functions,supervision of private non-profit hospital daily financial operation by introducing third party industry organization supervision mode and cooperate with the regulatory functions of the government to support the role of.The micro level to the hospital internal supervision mechanism of property rights structure,and industry regulatory behavior together play a regulatory role,the corporate governance mechanism as a starting point,the relationship between the breakdown of the hospital internal
