Research On The Path Of Building Home-based Care For The Elderly

In recent years,China's aging population has been deepening,and the elderly's demand for health services and life care has become a serious challenge.It has become a new trend of healthy aging that the combination of medical care and home-based care can meet the elderly's wishes of home-based care and multi-level health care needs.Based on the public product theory and service chain theory,this article uses case analysis and other methods to study the construction path of the combination of medical care and home care for the elderly.Based on the practical cases of Jinan City,this paper constructs the home-based elderly care system in China from four aspects of organization,planning,operation and supervision.The organizational system organically organizes all forces involved in the elderly and establishes a linkage mechanism.The planning system is an overall and long-term plan for the funds,facilities and personnel invested in the home-based elderly care of the combination of medical care and pension.The operation system is to carry out the planning,and formulate service standards,realize system guarantee and technical support.The supervision system is the feedback and revision of the service level of home-based elderly care.Summed up the results of practice and exploration in Jinan.And further analyze the cause of the problem.The legal system is not sound enough.The management system has not been straightened out.The participation rate of social capital is low.Digital barriers still exist.There is a deviation in the perception of pension.Therefore,to optimize the construction path of the combination of medical care and home care,the following points need to be achieved.Improve the legal system and strengthen the protection of rights and interests.Clarify the division of power and responsibility and establish a promotion mechanism.Strengthen resource support and improve supporting mechanisms.Use information technology to promote home healthcare.Optimize the demand and advocate the concept of healthy old-age care.
