Public hospitals,as a very important part of China's medical and health care service system,are closely related to the lives of the people.In recent years,the treatment of medical personnel,the relationship between doctors and patients,and excessive medical treatment have always been very hot topics in society.This is because the current medical and health service capacity in China does not match with the increasing demand for medical and health services.Although the level of hospital medical technology in our country is continuously improving,even reaching international standards,many public hospitals are still behind the developed countries in terms of hospital management capabilities.Therefore,the management level and management methods of public hospitals have been gradually paid more attention to by the experts and scholars,and the management performance reform of public hospitals has also caused more and more people to explore and try it.In a word,these changes are caused by the double push of the government and the market.On the one hand,with the continuous deepening of the medical reform in our country,the government has issued many documents and regulations to encourage and guide the reform of performance-based wages in public hospitals.Our government requires public hospitals to combine the characteristics of the medical profession to establish a suitable salary system for public hospitals.The salary system can reflect the value of medical technology,improve the incentive and constraint mechanism.So it can fully mobilize the enthusiasm of the medical staff.Finally,it will gradually promote the scientific and standardized distribution of performance pay in public hospitals,and ensure and reflect the public welfare of public hospitals.On the other hand,the market economy is also pushing public hospitals to attach importance to their internal management efficiency.With the increasing number of private hospitals,the market share of private hospitals is gradually expanding.Private hospitals bring great market competition pressure to public hospitals.In the face of market competition pressure and market demand,public hospitals will only be eliminated by the market if they have been stuffy.These all promote the public hospitals to reunderstand themselves,change the old management model,pay more attention to the internal operation efficiency and management of the public hospitals,and improve the medical level and service quality.Therefore,under the joint action of the government and the market,it is imperative to reform the performance management system of public hospitals.Performance management plays an important role in helping public hospitals achieve the clear and accurate goals,improve the operation efficiency of public hospital,and motivate employees to strive for the realization of public hospital strategies.However,many public hospitals do not establish a real performance management system.They still erroneously equate performance appraisal with performance management in the implementation of performance management system.So it does not play a real and useful role in performance management.In regard to the performance management theory of public hospitals,scholars have paid more attention to and study the setting of performance assessment indicators and the exploration of the way of performance wage distribution.There is no complete and recognized method and system for the whole performance management system of public hospitals.Therefore,this paper adopts literature research method and case study method,and uses H public hospital in D city as the research object,and collects the practice of performance management of H Public Hospital through interviews,viewing documents,observation methods,and so on.This paper combines performance management related theories and redesigns a new set of performance management system for H public hospital.On the basis of the advanced practice and experience of foreign hospitals,this paper redesigns a complete set of performance management system to solve the existing problems in the performance management.It further enriches the performance management theory of public hospitals.This article hopes that in the process of research,it can help public hospitals find the correct and accurate target,correct their goals,and realize the nature of public welfare.And provide them with ways and means to achieve their strategic goals.Rectify the wrong view on performance management in public hospitals in the past and help public hospitals use performance management correctly to improve hospital management.In general,this article is divided into six parts:The first part describes the relevant policies,practice and significance of the implementation of performance management in public hospitals,and indicates that the research has theoretical and practical significance.At the same time,this paper also expounds the research ideas,methods,contents and framework of the study,and summarizes the literature data at home and abroad.The second chapter mainly explains and introduces the related concepts,the process and tools of performance management.The third part introduces the definition and classification of public institutions,the definition and mission of public hospitals,and organize the practice of domestic and overseas public hospital performance management,analyze the problems in domestic hospital performance management,and learn from the excellent performance management methods abroad,summarize the characteristics,lay the foundation for constructing the performance management system of H hospital later.The fourth part selects the H public hospital in D city as a case study object,and learns its current performance management practice.In this part,the paper analyzes the problems existing in the performance management of H public hospitals,and putsforward the direction of optimization.In the fifth part,based on the theoretical foundation summarized in the previous article and the domestic and foreign literature,combined with the existing status and characteristics of H hospital,set up a set of scientific performance management system and set up performance assessment indicators.Finally,to ensure the smooth and effective implementation of the new performance management system,it puts forward supporting safeguard measures.The last part concludes the conclusion.It summarizes the problems and improvement measures in the performance management of public hospitals,and reflects on the lack of the paper.Finally,it makes the research prospects of the performance management in public hospitals.
