| China has entered the stage of rapid development of aging population,and presents the trend of incapacity and emptiness.The demand for daily care,spiritual comfort,medical and health care of the elderly is increasing day by day,and the old-age service is facing serious challenges.With the acceleration of urbanization,the problem of providing for the aged in rural areas is more serious.In this context,based on the dual demand of the elderly for old-age services and medical services,the"combination of medical treatment and endowment" pension model emerges as the times require.Promoting the development of combination of medical treatment and endowment in rural areas can not only solve the problem of providing for the aged in rural areas,improve the living standards and quality of life of the elderly in rural areas,but also improve the present situation.Some social security systems promote the process of building a well-off society in an all-round way.Under the social background of population aging,from the perspective of the combination of medical treatment and endowment,taking S District of A City in Shandong Province as an example,this paper studies the development of rural medical treatment and endowment pension model by comparative analysis and document analysis.First of all,by consulting the relevant literature and materials,this paper defines the related concepts of "combination of medical treatment and endowment" and the theoretical basis of the article.Secondly,investigates and analyzes the situation of providing for the aged and the present situation of medical treatment in the rural areas of S area,and studies the development process and service types of the combination of rural medical treatment and endowment in S area by investigation and interview.Third,it analyzes the problems faced by the current development of medical treatment and endowment in rural areas,mainly because of the low occupancy rate of medical treatment and endowment institutions,medical care service capacity is insufficient,lack of eligibility for medical insurance reimbursement,low participation of social subjects,non-sharing of information for the elderly.And the main reasons for the above problems are deep-rooted concept of providing for the aged in rural areas,the high cost of medical care service institutions,shortage of talents in the service industry for the aged,imperfect departmental cooperation mechanism,and imperfect systems and policies.Finally,on the basis of drawing lessons from and summing up the experience of domestic and foreign countries in the development of rural medical treatment and endowment pension model,from guiding to establish a healthy concept of providing for the aged,increasing the financial support of medical treatment and endowment services,cultivate professionals in medical and nursing services,and construct a multi-social participation mechanism,and build an information data platform for the elderly,and establish a service evaluation and supervision system,and promoting the combination of medical care for home and Chinese medicine services.This paper further puts forward some suggestions and countermeasures to promote the development of the rural medical treatment and endowment pension model in order to meet the medical needs of the rural elderly,improve the living conditions of the rural elderly,and provide reference for the development of the medical and nursing pension model in rural areas. |
