Research On Local Government Responsibility In The Development Of Medical Security

In recent years,China has witnessed the continuous improvement in its economic development level,people growingly have higher requirements for physical fitness.As one of the fundamental systems,medical security system provides the people with protection of health in the form of system,while the gradual progress made in the medical security system mirrors the country's civilization level at the same time,which constitutes one of the most significant steps in the overall reform of the medical and health system.Chnese government's active exploration in the field of medical security dates back to the period shortly after the establishment of the people's Republic of China,and the government in sequence implemented the labor insurance medical system for the workers of urban enterprises,public medical treatment for the staff of state organs and institutions and rural cooperative medical care.After the reform and opening-up,and with the deepening of the economic system reform,the existing labor insurance medical,public medical and rural cooperative medical care could no longer adapt to the changes brought by the economic system reform.In order to adapt to the changes in economic system after the reform and opening up,the government has progressively established the medical security system framework underpineed by three main pillars,i.e.the basic medical security system for urban workers,the basic medical security system for urban residents and new farmers.Village cooperative medical security system.With the continuous improvement of the level of economic marketization,correspondingly,there are more and more problems in the field of medical security.It is urgent for the government,as the main body of responsibility,to take active responsibility to ensure the smooth development of medical security in China.Based on the combination of literature research and comparative analysis,discussion on the responsibilities of local governments in the development of medical security,takes Shenyang as an example,in this paper,the author sums up the responsibilities of Shenyang Municipal Government in the development of medical security,and theoretically analyses the root of the responsibility that local government should assume.It also clarifies that the local government is the main body of responsibility for medical security,and puts forward the route and way for local government to fulfill its responsibilities in the field of medical security,especially focusing on the hot topic of "informationization of medical security" this hot topic in the field of medical security.However,the research on local government responsibility in the development of medical security in this paper is not deep enough,limited to the basic framework and theory,lack of data support,the measures and countermeasures are limited and one-sided,and the feasibility needs to be further tested.First of all,the first two chapters of this paper mainly focus on the theoretical basis of the performance of local government's responsibility in the development of medical security,including the background and theoretical and practical significance of this paper,relevant research results at home and abroad,research ideas and methods of this paper,innovation and inadequacy,etc.,mainly introducing the concept of medical security,local government responsibility and related theoretical content.From the perspective of information asymmetry theory,public finance theory and public service-oriented government theory,this paper discusses the theoretical basis and necessity of the government's responsibility in medical security.Secondly,the third chapter of this paper analyzes the status and problems of Shenyang Municipal Government in the development of medical security,summarizes the achievements and shortcomings of Shenyang Municipal Government in the development of medical security,and then analyzes the reasons for the problems.Thirdly,taking Shanghai,Beijing,Tianjin and other domestic cities as examples,this paper discusses the performance of local government responsibilities in the field of medical security of domestic advanced cities from the aspects of finance,legislation and supervision.Finally,based on the perspective of local government responsibility,this paper puts forward countermeasures and suggestions to improve the local government responsibility in the development of China's medical security from three aspects:strengthening the leading position of the government,increasing the government's financial investment,improving the local medical security system and regulations,and strengthening the local government's supervision responsibility to the medical security supervisor and agency.
