Since the Opium War in 1840, China is experiencing the magnificent society transformation. From an agricultural society to industrial society, from the self-sufficient society to civil society, the end result is to form a new modern society which is totally different from the past in the system and the nature. In this magnificent transformation,social security has emerged, and become critical. Whether the concept of national social security does change in place, whether all the people do enjoy equal, sound, adequate social security is a major judgement symbol of whether the transformation does finish or not.Medical security is an important component of social security system, covering relatively extensively and running through relatively complex institutional mechanisms. After new China was founded, the medical insurance results before China' s reform and opening up achieved universal praise both from the domestic and abroad. Since 1978, through nearly 30 years of reform and opening up, China has made noteworthy achievements, which will surely shine in the annals of china social transformation. However, the reform of the medical system got little reputation and didn' t reach the aim. That the common people see a doctor "expensively" and "difficultly" already becomes an universal serious problem. In 2000, the World Health Organization ranked overall members of Health performance, and China ranks 144th in all 191 members.Why is there such a result? The medical insurence field has carried on the profound reconsiderations, and nearly all experts believed that the marketability was the chief criminal. In this paper, through using the research metheods of foreshadowing review of the literature and theory, combining theory with practice and combining the normal analysis with empirical analysis, the author systematicly excavated and summed up the theoretical basis on the government assuming responsibility in medical security from ethics, sociology, political science, economics, law and so on. Then deeply analyzed the nature and practical experience of the current typical medical insurance modes over the world, and in the end proved that the government' s commitments to national medical security is Proposition Singularity;descriptioned and analyzed existing problems of China's medical security,which was attributed to the government whose assumed responsibility is vacancy, offside or to the wrong issue.On these basis, in light of China's inherent cultural traditions, the process of historical development different from the West, society transformation backgrounds and the arrival of "after the era of reform and opening up", considering the path dependence inertia, upholding the concept of fairness, justice, sharing the fruits of development, in view of the Chinese government's absence, offside and dislocation of responsibility in the medical protection, this paper summed up the responsibility of legislation promotion, finance, monitoring and implementation which our government should bear in medical protection at this stage. Finally, this paper also made a rough sketch of medical insurance system constrction and forecasted the new medical security system reform, being based on the perspective of the government liability to the medical security system.
