Research On The Responsibility Of The Government In The New Rural Cooperative Medical Security System

Rural cooperative medical security system as a medical insurance system has developed for many years. It has played a very important role in providing medical insurance to the famers and improving the level of them. The efficacy deserved the praise from WHO and WB in 80th of the last century, they applaud that"It is the only mirror for the developing countries to resolve the problem of the medical insurance."With the reform of our country, rural cooperative medical security system has broken up. Because there were lack of the collective economy and the strong sustain of the government.China is a large agricultural country, and farmers account for about more than 50 percent. With the aging people growing and the medical cost emerging in the countryside, the problem about the medical security of the famer in our country is serious. In order to adapt the new situation and solve the problem, our country decided to establish the cooperative medical security system again. Since 2003 it began to try out, it has developed well. To the end of 2008, there has been 2729 counties establishing this system, 81.5 million famers receiving the security, and the rate of the participating is 91.5%. The famers have gained 14.29-million-time compensation, and 1253 billion RMB has been paid for the participating famers. This system has remitted the problem about the medical need of the famers. But during the process, there are also some issue needed to solve: the level of the security is low; the long-term mechanism of the capital raising has not been formed; the cost of the government is high; the capability of the government is deficient and so on. The source of these matters is that the responsibility of the government during rebuilding the new rural cooperative medical security system is faint and shortage.In this paper, I will base on the theory of government, according to the studies of the foregoing scholars and the new circs of the new rural cooperative medical security system, I explain the problems and the depth, systemic causes, then bringing forward some suggestions. At the same time, I try to explore the plan that the Insurance Company and the government work together to put forward the new rural cooperative medical security system in our country.This essay consists of seven parts: The first part is introduction, introducing the background, the necessity, the actuality, the innovation of this paper. Then I explain the method and the content in this paper, advancing the main problem that I will discuss in the paper.The second part introduces relevant theory, pointing out during the process of reestablishing the new rural cooperative medical security system, the government should be charged with the reestablishing of the new rural cooperative medical security system, but not all of the responsibilities.The third part is the actuality and the problem of the new rural cooperative medical security system. Because of the abetting of the governments, the new rural cooperative medical security system has acquired some success. But there is still some shortage of the work of the government.The forth part analyses the depth cause that resulted in the problems of the new rural cooperative medical security system.The fifth part compares the responsibilities of some foreign countries in the rural medical insurance, then concluding some experience.The sixth part brings forward some suggestions on how to consummate the responsibilities of the government during reestablishing the new rural cooperative medical security system.The seventh part proclaims the significance and the complexity of the new rural cooperative medical security system again. The government should take on its responsibilities and make out it for the famers.
