Under the background of aging population,the financial pressure of social security faced by our government is increasing year by year.In China,the public pension institutions adhere to the basic security,and undertake the pension tasks,especially for the disabled,the empty nest,the widowed,the disabled,the semi disabled,the "three no" and the social trust of the super elderly.As a special group,the elderly are facing the dual needs of pension and medical services.In order to meet the increasing needs of the elderly,it is urgent to speed up the construction of all kinds of elderly care institutions,including public health care combined with elderly care institutions.As a new type of pension model,the combination of medical care and pension can not only enable the elderly to enjoy pension services,but also enjoy a series of comprehensive services such as special medical treatment,rehabilitation,hospice care,etc.,which is conducive to change the old people's inherent understanding of pension,stimulate the strong sense of identity of the elderly,so as to alleviate the burden of social pension to a certain extent.In reality,most of the medical institutions and pension institutions in China are independent and self-contained.It is difficult for the elderly to enjoy medical services in the pension institutions,while the elderly in the hospitals can not solve the pension needs.The elderly group pension problem is facing a new test.Since 2015,representatives of the national two sessions have put forward many valuable proposals on promoting the combination of medical care and nursing and other related fields.In order to better realize the integration of old-age care and medical resources,various cities across the country have gradually started the pilot exploration of medical care combined services.How to promote the construction of the elderly care institutions with the combination of medical care and nursing has been more and more concerned and recognized by the whole countryIn this paper,Xinxiang City medical care combined with public pension institutions as the research object,and focus on the development of Xinxiang City Yiheyuan pension institution.It is found that there are still the following problems in the public medical care combined with pension institutions: for example,the medical security system is not perfect,the lack of medical care professionals,the government's support is obviously insufficient,and the social capital investment is insufficient At the government level,some policies and other assistance should be given to strengthen the construction of medical and nursing professionals,so as to provide more human resources for pension institutions,At the same time,the medical expenses of the affiliated medical institutions of public pension institutions should also be included in the scope of medicalinsurance,the policy details should be improved,and the government financial subsidies should be increased;the pension institutions themselves should strengthen the internal construction,such as the establishment of employee incentive mechanism,and the creation of characteristic medical care combined industry;the social level should encourage a variety of modes of social capital to enter the pension service industry,and At the same time,accelerate the development of volunteer medical service team.Based on the theory of public goods and the theory of new public service,this paper takes Xinxiang City public medical and pension service institutions as the research object,This paper makes a systematic study of Yiheyuan old-age care institution and other public medical care and elderly care institutions in Xinxiang by means of literature research,field research and other research methods,and puts forward some feasible countermeasures,trying to provide some reference for the development of other public medical care and elderly care institutions in China.
