With the rapid development of China’s economy and the continuous improvement of people’s living standards, people put forward higher requirements for own health, medical and health level and perfect medical system. In recent years, in response to the call of the State Council, all provinces and cities have completed the transition from public medical care to medical insurance. However, Guangdong Province as the forefront region of reform and opening up,there,some colleges and universities still follow the old system of public medical care. The public medical care cost of many colleges and universities in recent years are too high, national finance, local finance and colleges and universities socialized medicine fund cannot afford to the high cost,so it is high time to reform. Therefore, effectively and steadily promoting the reform of SCUT’s public medical care will have important significance for the development ofother colleges and universities in Guangdong Province.This thesis firstly analyzes the public medical care in SCUT, using real investigation data and public management theory, through many methods of questionnaires, comparative analysis and empirical research, describing the current management situation of public medical care in SCUT, analyzing the main problems and causes in the implementation, after thinking deeply about these problems, putting forward the countermeasure and suggestion for public medical care reform. We hope that this research can play a role of reference on promoting public medical care reform and establishing a perfect medical security systemof colleges and universities in Guangdong Province.
