| ObjectiveThis dissertation was aimed at investigating domestic and overseas theory and application status of community health services (CHS) management data analysis and utilization; finding out the utilization status of data sources in Beijing CHS management; analyzing the information requirements of management business of relevant departments; then putting forward specific strategies of data analysis and utilization, in order to provide reference for improving the effective utilization of the Beijing community health information resources.Contents1. Carding the relevant theory and development status at home and abroad, including theory and research status of CHS management, analysis and use of data, domestic and international experience and practice.2. Analysis of the utilization status of data sources in Beijing CHS management, including content and source of the data, data analysis and utilization status and problems.3. Information requirements analysis of Beijing CHS management, including the main business processes related to management, identifying the information requirements of major business areas.4. Proposing data analysis and utilization strategies of Beijing CHS management, including data quality control, construction of index system, analysis method selection, use field and scope and so on.MethodsGuided by information engineering methodology, this dissertation analysed the information requirements of management business of Beijing CHSs. And in addition, a sort of methods were applied during the study, such as literature and website review, surveys and field research, in-depth interview, critical success factors and experts consultation etc.Results1. Analysis of the utilization status of data sources in Beijing CHS management.(1) The content of CHS management data:summarized all report items of Beijing CHS routine data monitoring systems, divided into five major categories,27 subcategories.(2) The source of CHS management data:Beijing CHS integrated management system, other municipal information systems, Chaoyang District and Dongcheng District’s self-built systems and the deployment scope and main functions of these systems.(3) Analysis of utilization status of data resource:1) In the application of information systems, the various functions’ realization rates of basic medical services, basic public health services and comprehensive management are varying. Electronic health records, focus groups and disease management, outpatient and inpatient medical, material and financial management functions etc achieve a higher rate, performance management, comprehensive statistical analysis, decision support and other functions etc achieve a lower rate.2) The municipal and county CHS management center write statistical analysis report annually, the data use for each field is generally index analysis and simple statistical analysis, some data can be used for performance evaluation, the other can be used for the comprehensive evaluation of personnel quality and community health service operation effect.3) The main problems are lower data quality, and the data analysis methods are relatively simple, lack of analysis from multiple angles and in-depth mining, and the single mode of using data.2. Analysis of Beijing CHS management information requirements.(1) The user business analysis:1) Beijing CHS management system is divided into four layers, agencies at all levels have different management functions and business focus.2) According to relevant policies, we carded 11 work focus.3) For the municipal CHS management center, including 7 function areas of the quality management division,3 function areas of the information management division and 2 function areas of the economic operation division. Then further subdivided the main business into and business processes and business activities.4) For the county CHS management center, management business was divided into 6 function areas.(2) The information requirements analysis:1) the data flow diagram and information flow list described the overall data flow process of Beijing CHS, including source, destination, storage and other content.2) Analysing the critical data and index needed by business supervision and evaluation from municipal and county levels, unmet information requirements primarily are service quality and satisfaction comprehensive evaluation, related factors analysis.3) In human resources management, unmet information requirements are human demand estimates, the fairness and reasonableness evaluation.4) In economic operation management, unmet information requirements mainly are service efficiency and effectiveness evaluation, financial and assets analysis.5) In resident health management, major unmet information requirements are the health status evaluation of residents, high-risk population screening and disease trends prediction.3. Proposing data analysis and utilization strategies of Beijing CHS management.(1) Control data quality and preprocess the data:including specific measures of data collection, data quality control and data preprocessing.(2) Establish a reasonable evaluation system of CHS:including evaluation index selection principles, methods, applications and methods to determine the index weight.(3) Select the appropriate data analysis and utilization method:1) The main classification and purpose of statistical methods, such as the impact factor analysis.2) The general procedure and main purpose of comprehensive evaluation, including classification, comparison and sorting, assessment of the overall realization of the goal.3) Introduction and the main purpose of data mining techniques, such as the disease risk and trend prediction.(4) Carry out multi-dimensional thematic analysis in various fields:comb frequently used data analysis methods and application effect in four main areas.1) Business supervision and evaluation:the service quality and performance evaluation can choose a variety of combination evaluation methods for comparison and ordering. Rough sets and fuzzy sets can streamline satisfaction evaluation index, to implement quantitative evaluation.2) Human health resource management:staffing prediction can use four kinds of classical methods, health resource density index (HRDI) can evaluate the effectiveness of human resource allocation. Commonly used methods of equity evaluation are the Lorenz curve, Gini coefficient, Theil index and other indicators.3) Economic operation management:data envelopment analysis (DEA) can be used for operational and service efficiency evaluation. The economy benefit evaluation can use health economics analysis and financial assets analysis.4) Resident health management:health equity indicators and the quality of life scale are available to assess residents’health status, screening high-risk groups and predicting disease trends can choose data mining.(5) Establish a comprehensive data analysis and utilization platform:1) Data analysis module functions include indicators statistics, statement analysis, comprehensive evaluation and data mining and so on.2) Data utilization module function include data resources navigation, integrated query, thematic analysis reports, dynamic warning, decision support, information dissemination ect.3) Related technologies and mechanisms include data resource integration, business intelligence/ data warehousing, method/model base ect.SummaryIn this study, a comprehensive survey of Beijing CHS management system and the data utilization status was carried out, and it analyzed the reason of the low level of data analysis and utilization. Guided by information engineering methodology, the study analyzed comprehensively the business of community health management, focusing on information requirements of four business areas. From the actual needs, it proposed specific strategies and policy recommendations for Beijing CHS management data analysis and utilization. And the research results can provide a reference for improving the effective utilization of the Beijing community health information resources. |
