Research On The Construction Of Performance Evaluation Index System Of Public Hospitals Under The Background Of New Era

Under the background of the new medical reform,the national strategy of “healthy China” and the development concept centered on people's health,the performance evaluation of public hospitals should be health-oriented and public-oriented,in order to improve the services of public hospitals.Quality and operational efficiency are the goals.Based on this concept,this study constructs a set of public hospital performance evaluation index system,which provides an important means for the government to carry out public hospital service supervision and public hospitals to improve the quality and effectiveness of medical services.Objective: Through the establishment of a comprehensive set of public hospital performance evaluation index system including medical service quality and efficiency,patient experience,public welfare,hospital operation,etc.,with a view to guiding all types of public hospitals in China to adhere to the maintenance of people's health The development concept and efforts to achieve the development mode from the treatment of the disease to the health-centered transformation,improve medical service capabilities,service quality,and strive to promote healthy China.Methods: Through literature research,it summarizes the relevant theoretical research results of hospital performance at home and abroad,and clarifies the contents and common methods of hospital performance evaluation in the world,especially the value orientation and theoretical principles of hospital performance evaluation in the world.Carry out in-depth theoretical discussions,clarify the functions and social responsibilities of public hospitals,define the connotation of the performance of public hospital reforms in China,and discuss the main contents of public hospital performance evaluation from a theoretical perspective.The Delphi consulting method was adopted for the formed index system,and the public hospital performance evaluation index system was constructed through three rounds of expert consultation and one round of expert seminars.Results:(1)Clarified the connotation of public hospital performance,determined the theoretical framework of the indicator system;(2)constructed a scientific and reasonable performance evaluation index system for public hospitals;(3)discussed the application of performance evaluation index system.
