With the development of the external performance evaluation of public hospitals,the traditional hospital performance evaluation model is facing an"iterative upgrade".The establishment of a performance evaluation system that meets the characteristics of the medical industry is the last hurdle of medical reform.How to design the hospital's performance evaluation system and drive the return of value to medical nature has become a common topic for health managers and medical personnel.Therefore,it is urgent to construct a performance evaluation system for all public hospitals.Before constructing the performance evaluation system of public hospital,it is necessary to construct a set of practical and scientific performance evaluation index system.This paper mainly studies the construction of the performance evaluation index system of the public hospital in the top three.By analyzing some problems existing in the performance evaluation index system of the public hospital in the top three,and aiming at these problems,based on the existing evaluation index system,the balance scorecard is the theoretical basis.Using Delphi expert consultation method,37 indexes were selected from financial dimension,internal process dimension,patient dimension and learning and growth dimension,and the weights were determined by analytic hierarchy process method.Finally,multi-index comprehensive evaluation method was used to verify.This study hopes to establish the performance evaluation index system of public hospital and evaluate the performance management level of public hospital under the premise of the strategic goal of medical reform.There are some shortcomings in the selection of data in this paper,but it is hoped that the methods and ideas can provide reference for government health departments and public hospitals in the process of building performance evaluation system.The balanced scorecard is an effective strategic communication and management tool that has been widely used in the management of enterprises so far.When the theory of the balanced scorecard is applied to non-profit organizations,positive results and effects have also been achieved.By using the balanced scorecard theory to construct a system of performance indicators for the public hospital in the top three and combining key indicators with a strategic vision,we can establish a management model oriented towards strategic goals,which is conducive to the long-term development of the organization.It is convenient for the health administration departments to supervise and guide the public hospital in the top three to follow the policy of medical reform.
