Performance evaluation has become the commonly used means of human resources management in enterprises and institutions.All along,in order to enhance the management level and service quality of the hospital,public hospitals are particularly concerned about the use of performance evaluation to stimulate the enthusiasm of hospital staff.The new medical reform policy causes some changes on the public hospital functions,practical development and strategic planning and so on since2009.Especially in 2017,the new medical reform "Ten Changes" of hospital performance is the biggest wallop,therefore,the public hospitals should establish long-term performance evaluation model to adapt to the development of a new hospital situation.In order to optimize the performance evaluation,firstly the paper introduces the present the domestic and foreign performance evaluation theory,defines the concept of performance and performance evaluation,learning from the success of domestic and foreign performance evaluation cases,combined with the balanced scorecard and key performance indicators of the performance management tool to the hospital,then take F hospital as an object,analysis of the existing problems in the performance appraisal program in the hospital,combined with the specific hospital circumstances,optimize the original performance evaluation,puts forward the "balance--key" double effect performance evaluation model,and finally puts forward specific implementation proposals optimizing performance evaluation system,and provide a series of safeguard measures.
