Research purposes:This paper discusses to set up a hospital performance evaluation model which is overall, dynamic, improving and human-oriented. It's based on the analysis of the domestic and abroad performance evaluation theories and applications, combining with the present condition of hospital management in our country. A scientific, effective and creative indicator system can be reference as hospital external and self performance evaluation. It can illustrate the relationship between the hospital leadership, strategic development, employees performance, knowledge and information management, service and medical requirement and harmony of society. It can improve the performance management, enhance the service quality, support the stability and scientific development of the national medical resources and provide low price health care service for the people safely, effectively, conveniently.Contents and methods:On the basis of performance evaluation theories and management comparisons between domestic and abroad hospitals, this paper configures the indicator system by using literature review and expert seminar to build the general theory frame of the third class public hospital performance evaluation system. The primary standby indicator database is set up by seven dimensionality, and the primary indicator system is brought forth by selecting appropriate data. Selection principle is decided by expert seminar, and the primary evaluation indicator system is selected by expert consultation. Activity coefficient and authority coefficient are used to evaluate the activity and credibility of expert consultations. The analysis method including both quality and quantity Analytic hierarchy process (AHP) is adopted to get the weight coefficient. The final indicator system's weight estimation matrix can be acquired from expert consultations, the weight of each layer can be calculated by Saaty's method, and the identity can be verified by consistency index (CI), hence each indicator's weight will be obtained.Research results:By system analyzing hospital performance management and evaluation theories and methods, referring to the theories of international authority performance excellence evaluation principle, and according to expert seminars and expert consultations, we can gain the following results:1. Bring forward the meaning of performance excellence in health care.2. Setting up seven dimension hospital performance management and evaluation theory frame, those dimension include organizational leadership, organizational management and social responsibility, strategy plan and implementation, market analysis and client satisfaction, information and knowledge management, staff, organizational performance process management and result.3. Studying and establishing hospital comprehensive performance evaluation indicator system: seven indexes of 1 level, 25 indexes of 2 level, 61 indexes of 3 level, the weight of indicator are also gotten.Research Conclusions:1. Performance excellence management and evaluation model is discussed to carry on national public hospitals, the meaning of performance evaluation is enriched by new theory, new viewpoint and new knowledge.2. Proposing the national public hospital comprehensive performance evaluation indicator system mainly on society benefit, which will be a helpful direction for function orientation and management development of our country's hospitals in reformation.3. Setting up hospital comprehensive performance management and evaluation indicator system on the basis of the new theory, the indicator system covers widely and it is an effective supplement and improvement for the previous studies.4. The method to select and verify indicator weight is reasonable and scientific, the expert activity coefficient and authority coefficient is very credible.Suggestion: Modifying the research method to be more scientific and objective in the practice by improving the indicator system.
