Hospital is a key part of deepening medical reform.The strategy of healthy China has put forward the requirements of a new era for medical reform.Medical resource allocation and hospital operation management are still the core parts of medical reform.Compared with tertiary hospitals,county-level public hospitals are still insufficient in medical resource allocation and hospital operation management.Therefore,continuous improvement and improvement of medical resource allocation and operation management capacity of county-level public hospitals can complement the medical reform system.Performance evaluation system is a subcontrol system of hospital medical resource allocation and operation management.The performance appraisal and allocation scheme studied in this paper is mainly analyzed through the following elements: evaluation objectives,evaluation objects,evaluation index selection and weight,evaluation criteria and evaluation results.The current performance appraisal and distribution scheme has not formed a complete system.The evaluation objectives of the scheme are to deepen the medical reform,to enhance the hospital operation and management ability,to enhance the medical service and technical level,to assume social responsibility,and to motivate employees.The evaluation objects of the scheme include: the level of medical service and technical level and development status;the degree of achievement of hospital performance objectives,including whether to achieve the expected output and effect;the allocation,use and income management of medical funds;and the evaluation indicators embodied in the scheme are economic benefits and medical workload.Income empowerment method is adopted to empower evaluation indicators.According to the results of the previous analysis,the performance evaluation system built in this paper is mainly through two levels and the following elements: evaluation objectives and evaluation objects,evaluation index selection and weight,evaluation criteria and evaluation results.This paper argues that the objective of evaluation is to deepen medical reform and implement the healthy China strategy,to continuously improve medical services and technology,to provide decisionmaking basis for hospital operation and management,to encourage staff and fair performance distribution,and to assume part of social responsibility.The evaluation objects include: hospital performance objectives and medical reform,health China strategic adaptability;medical services and technical level and development status;hospital performance objectives,including whether to achieve the expected output and effect;medical fund utilization,financial management and asset allocation,use and income management.The evaluation index of this paper includes hospital level and department level.The dimension includes medical service and technology level,economic benefit,social benefit,resource input and financial management.Among them,25 were related to department level and 37 were related to hospital level.Method of Weight and standard of evaluation index: the hospital level is the longitudinal comparison method,and the department level is the analytic hierarchy process.The evaluation results at the hospital level are mainly reflected in historical change curves or tables,which provide decision-making basis for hospital management in terms of operation management,medical services and technical level.The results of department level evaluation are mainly reflected in the ranking of departments and the allocation of total performance pay,in which the total performance pay adopts cost control method to set the upper limit,mainly as the basis for the allocation of performance pay between departments and employees.In this chapter,the applying of the performance evaluation index model is divided into two levels.The first part is the Department level,collecting data from ten clinical departments,and applying the performance evaluation index model based on AHP.The second part is the hospital level,collecting hospital data from 2013 to 2017,and applying the performance evaluation index model based on longitudinal comparison method.The results of performance evaluation at departmental level show that the dimensions of medical service and technology level have a significant impact on the results of performance evaluation at departmental level,with the allocation of medical resources as the main evaluation dimension,medical service and technology as the main evaluation dimension,and economic and social benefits as the supplement.The influence of economic benefit and social benefit evaluation dimension on performance evaluation results at department level is weakened.The dimension of resource input evaluation has the weakest impact on the results of performance evaluation at the departmental level.The results of performance evaluation at the hospital level show that the level of hospital medical service and technology has been gradually improved,with a small improvement.The absolute index of economic benefit is gradually increasing,but the relative index such as the index of evaluating economic benefit and quality is gradually declining.The social benefits have maintained steady growth with a small margin.The input of resources is increasing steadily with a small increase.The ability of financial management is declining year by year,facing downward pressure of economy.Finally,this paper concludes that the independent variables of hospital performance evaluation target setting include national policy,industry characteristics,and hospital strategic management.The objective of hospital performance evaluation has a significant impact on the selection and selection of hospital performance evaluation indicators.The evaluation index empowerment should be combined with subjective judgment and objective quantification.Medical industry standards and hospital history standards have significant impact on hospital performance evaluation standards.Medical services and technical level have a significant impact on the evaluation results,with the highest proportion of weight;secondly,economic and social benefits have a greater impact on the evaluation results,followed by the weight.The results of hospital performance evaluation should serve the target of hospital performance evaluation.The objectives and objects of performance evaluation have a significant impact on the selection and selection of evaluation indicators.The weighting method of evaluation index has a significant impact on the results of performance evaluation.
