As the most important component of hospital, the clinicians directly provide medicalservice to patients and act as the main creator of hospital profits and social profits. Theperformance level of clinicians exerts the decisive influence on the development ofhospital. At present, a majority of public hospitals are still applying the traditionalevaluation method of “virtue, ability, diligence and performance” to make assessment onthe performance of clinicians, which is lack of objectivity or scientificity, neitherconnected with the strategic purposes of hospital. Consequently, it cannot accuratelyreflect the practical performance level of clinicians nor stimulate them. Therefore, it is ofgreat necessity to establish a specialized performance evaluation system for clinicians.As an emerging management theory, the Total Performance Scorecard (TPS)combines the personal success factors with traditional Balanced Scorecard (BSC), whichis a systematical process centered in the continuous growth of individual performanceand organization performance that is applicable for knowledge-oriented organizationsand persons. The paper applies the Total Performance Scorecard to clinicians andestablishes the performance evaluation system of clinicians as well as makes an empiricalresearch based on the example of Z hospital in Hebei. The contents and results of thepaper including:1、Make a deep research on the influential factors of clinicians performance andanalyze the mechanism of different factors on performance as well as provide referencesfor the preparation of performance evaluation.2、Make an analysis on the applicability of Total Performance Scorecard on cliniciansperformance. By using this theory, an index library of clinician performance is preparedfrom both the perspective of organizations and persons. The work of screening andcorrection of the initial index is done based on expert consultation result, afterwards, theweight of the final index is defined with Analytic Hierarchy Process (AHP). At this point,a comprehensive performance evaluation system for clinicians is finally established.3、Taking Z hospital in Hebei as an example, the paper makes a measurement on the performance of12clinicians in a certain surgical department by means of comparison tomake the performance result in sequence, which is classified into five degrades, namely,excellent, good, regular, up to standard and need to be improved. Besides, the evaluation isanalyzed and got its feedback.Based on the Total Performance Scorecard, the clinician performance evaluationsystem will provide a relatively scientific, overall, effective and applicable evaluationmethod and tool for current public hospitals and individual departments, which has greatsignificance in improving the performance level of clinicians and boosting thedevelopment of hospitals.
