With the development of China's economy and society,the government's level of protection continues to increase.From the perspective of total health expenditure,in 2003-2017,China's total health expenditure increased from 658.411 billion yuan to 405.871 billion yuan,an increase of nearly 6 times,but in GDP.The proportion in the middle is low,only 6%.At the same time,with the continuous improvement of the income level of residents,people's awareness of disease treatment,disease prevention and disease prevention is increasing,and the residents' medical and health consumption capacity is continuously improving.Taking urban residents as an example,according to relevant data,in2003-2017,the average annual growth rate of per capita health care consumption expenditure of urban residents in China reached 6.54%.At the same time,the total amount of medical and health care expenditures of urban residents in China is still not very large.In 2017,the proportion of total expenditures was only 6.9%.In addition,due to the differences in regional economic development levels,there are also significant differences in the level of health care consumption expenditure among urban residents in the region.In 2017,the per capita health care consumption expenditure of urban residents in the eastern region was 336 yuan higher than that in the western region.The existence of this phenomenon not only affects economic growth macroscopically,but alsoexpands the regional gap,which is not conducive to the common prosperity of all regions,and also affects the improvement of human capital quality at the micro level,and thus affects the improvement of residents' income level.In this context,the factors affecting the consumption expenditure of health care are analyzed in the inter-regional differences,and targeted policy recommendations are proposed,which not only enrich the relevant research content in theory,but also improve the health level of residents in various regions in practice.The theoretical and practical significance of the physical quality and the further promotion of the common development of the economies of various regions are very important.Based on the analysis of domestic and foreign literatures,this paper firstly combs,supplements and perfects the influencing factors of urban residents' medical and health consumption expenditures.Combined with the actual situation in China,the income level,population aging,government public Six indicators,such as health expenditure,education level,health care price index,and environmental quality,are included in the analysis model.Secondly,a statistical analysis of the total health expenditure in China and the current situation of urban residents' health care consumption expenditures.Finally,using the panel data model to conduct an empirical analysis,it is found that:(1)per capita disposable income is positively correlated with urban residents' health careconsumption expenditure,and has the greatest impact on the western region and the least impact on the eastern region;(2)the degree of aging and The urban residents' health care consumption expenditure is positively correlated,and the impact on the aging of the central and western regions is smaller than that of the eastern region;(3)the substitution effect of government public health expenditure on urban residents' health care consumption expenditure is obvious,but the central and western governments have invested The impact is not as good as that in the eastern region;(4)the degree of education affects the urban residents' health care consumption expenditure in different regions,and the impact on the eastern region is positive,but has a negative effect on the central and western regions;(5)the health care price index The eastern region has a significant positive impact,and the impact on the central and western regions is not significant;(6)the quality of environmental quality directly affects the health care consumption expenditure of urban residents,and the health care consumption expenditure of urban residents in the central and eastern regions will deteriorate with the environmental quality.And increase,while the western region is the opposite.According to the research conclusions,this paper proposes the following suggestions for different regions:(1)The eastern region should focus on comprehensively improving the level of health careconsumption and capacity of the elderly,and at the same time improve the environmental quality from all aspects.(2)The central region should make efforts to improve the education level of residents,and at the same time expand government public health expenditures to further improve environmental quality.(3)The western region should focus on accelerating economic development and increasing disposable income of residents.In addition,it should increase financial support for the region and expand public health expenditure.
