Objective: based on low-income people in Urumqi city designated a level II medical personnel,operational costs,patient fees,cost of health care for low-income people in Urumqi are analyzed in terms of fixed points of a secondary medical institutions 2014-2016 data using Excel table data entry,Methods: of descriptive statistics analysis and prediction,and analysis of the health care costs of low-income earners,their social pool and comparative analysis of medical costs paid by individuals,different health-care costs,health care costs in patients with different types of health care check out differences.Summarize the problems in the hospital now,improvement and development of the hospital medical aid policy provides policy advice to low income people.Results: by the end of 2016,some low-income people in Urumqi Sentinel secondary distribution of health professionals focused on registered nurses in general hospitals,a total of 110 people.Followed by practitioners(Physician Assistant)for a total of 69 people.A total of 49 people,technicians,46.Three years is a registered nurse with fastest growth,growth rate was 13.21%.Practitioners(Physician Assistant)rate of 20.82%.Patients at their own expense total cost of 63424767.1 Yuan,514,200 Yuan Yuan for treatment,hospital trips for 12568 visitors.Patients compared with 2014 2016 tariff decline in per capita number of days at 12.02 days.Health care 4268257.41,which pays cash 1639588.29,fee 184.89.Compared to the previous two years,cash pay decrease hospital costs,fees changed little.From 2014 to 2016,Urumqi,a low-income designated total number of secondary general hospital a total of 1729,total expenses amounted to 2919540.59 Yuan,which hospital fee waivers amounted to 1670212.91 Yuan,the home relief costs for 240584.62,Expense amounted to 1207.99 Yuan.Clinic number a total of 6497,total expenses amounted to 2919540.59 Yuan,total hospital fee waivers 61597.72,home relief costs for 226365.95,out-of-pocket expenses totaled 115.7692 million Yuan.Conclusion: Urumqi low-income designated a level II medical services and insufficient,insufficient medical supplies directory cover,lack of public welfare,human resources needs to be improved,cost control is insufficient.Should improve the system of wages and benefits,increase the intensity of talent introduction and limit the excessive use of medical devices,unreasonable expenditure to standardize medical behaviors to control medical costs,strict demands on reasonable inspection of medical staff,hospital oversight mechanisms,regulate medical providers.
