Grassroots public hospitals not only need provide a high quality of medical services for the society,but also compete with other hospitals in the local for meeting the re-quirements of the employees Pay compensation、benefits.So it requires the hospital must have two teams,one team with high technology and professional service ability、structure、reasonable appropriate echelon personnel、personnel distribution,and the other with a high level and high quality management personnel.Most grass-roots public hospitals currently exists human resource problems of high cost,low income.Human resource management still stays in a single,rigid traditional personnel management mode,not fully understan-ding the importance of human resource management and lacking of professional human resources investment management idea.It not only affects the staffs work enthusiasm,re-duces the hospital medical service ability,but also restricts the sustainable development of the hospital in the long run.Effective public hospital human resource management an-d reasonable human resource investment could raise the level of medical staff technology,provide the basis for optimizing the allocation of health resources,solve the decoupling problem of working contribution and treatment ingrass-roots public hospitals,and improve the utilization efficiency of human resources.This paper argues that it’s indispensable to carry out the human resource investment management in the idea and practice of public hospital human resource management,wh-ich will effectively guide the grass-roots public hospitals to optimize the introduction,de-ployment and other processes of human resources.Therefore,the article text will be divi-ded into four parts.First part overviews the concepts such as human resources,human resources investment,human resources management development and researches status at home and abroad through the literature analysis.Second part elaborates the problems exis-ting in the public hospital human resource investment systematically combined with the status of Binzhou city central hospital.I will discuss the reasons of the existing issues of human resource investment from a multitude of perspectives in the third part.The fourth part explores improvement strategy of grassroots public hospital human resource invest-ment from the perspective of human resource investment in order to promote the hospital sustainable development and provide more fair,higher quality and more efficient medi-cal and health services to the masses.
