Public hospitals are the main force of China’s medical and health institutions, aswell as providing people with quality, efficient and inexpensive medical services andadapting to reform requires participating in the increasingly fierce market competition.Most public hospitals currently remains in the tradition of a single, rigid patterns ofpersonnel management, lack of awareness on the importance of human resourcemanagement, not only affects the enthusiasm of the staff, but also restrict thesustainable development of hospital. The effectiveness of hospital human resourcemanagement determines the survival and development of hospitals. Effectivemanagement of human resources in public hospitals can improve the skills of medicalstaff, optimizing the allocation of health resources, scientific guidance to public healthneeds and mitigate "difficult and expensive".This paper argues that the theory of human capital throughout the whole process ofhuman resource management practice in public hospitals. This will lead public hospitalsto have enough attention to human resources. Therefore, the body part of the paper isdivided into four parts:PartⅠ, analysis the concept of human resources and humancapital by literature. Analysis the development of human resources management and theresearch status both at home and abroad. Part Ⅱ, combing human capital theory andincentive theory, using case analysis and other research methods, systematicallyexpounded all links of human resources management on the first people’s hospital of Ccity. Part Ⅲ, discover the management problems by case analysis and analyze thecauses from various perspectives. Part Ⅳ,explore strategies to solve the problems ofhuman resources management in public hospitals with the angle of human capital.Promote the public hospitals insisting on welfare,provide more equitable, high qualityand efficient health services for the people.
