Research On The Status And Construction Of The Mechanism Of The Medical Care Service Combined With The Pension In China

The period of the 13 th Five-Year Plan is a decisive period for the comprehensive construction of a well-off society,but also a period of aging pressure.President Xi Jinping responded positively to many contradictions of the aging society in his report.“We shall actively respond to the aging population,to build a political system and social environment with filial piety and respect for the elderly.And we should promote the mechanism of the medical care combined with pension.” Therefore,it is of great theoretical and practical significance to carry out research on the present situation,problems and operation of the medical care combined with pension in China.This thesis focuses on the following aspects of medical care combined with the elderly pension service.In the first chapter,the introduction part,clarifies the theoretical and practical significance of carrying out the service of medical care combined with the pension,elaborates the background of this mechanism,and introduces the research methods of combining qualitative and quantitative research,case study and comparative study of the problem.This chapter also includes the analysis of problems we are faced theoretically and practically,and suggestions in order to explore the mechanism suitable for China's conditions.In the second chapter about the literature review,the author expounds the concept of the medical care combined with the pension,and summarizes the characteristics of the mechanism in four dimensions of functional orientation,participation subject,service content and service target.It also analyzes the origin of the theory of the medical care combined with the pension,the study of theoretical model,the predicament and the countermeasure.This chapter also did the research about the theory of continuous care widely advocated in foreign countries.The third chapter explains the actual needs of promoting the combination of medical care from the elderly,families,hospitals,pension institutions and the government.It comes with the research result from the three main types of overall maintenance,joint cooperation and supporting radiation,by surveying about the Status Quo of three service types including home care,community care and aging facility care.This chapter also includes the analysis of the main 10 policies about the mechanism between 2011 till the present.The fourth chapter focuses on the analysis of the problems in the mechanism of medical care combined with the pension.It elaborates the problems in four aspects that hinder the development of the mechanism.They include the limited development of the medical service facilities in the community,the shortage of the talents in the field of the medical care combined with the pension,the problem that the legal system of medical care is not perfect,and that in the management system.The fifth chapter is about the construction of the medical mechanism combined with the pension which is suitable for our country's national conditions.This paper expounds the design of long-term care insurance system in Germany,the nursing care of Australian residence and the system of "dielectric insurance" in Japan,which foreign experience can be used for reference.It is concluded that we should promote the system of laws and regulations,highlight the top-level designation,perfect the service system,attach the importance to the community,edge out the talents for the mechanism,improve the evaluation system,highlight the comprehensive integration of medical care,and construct the combined operation mechanism of medical care suitable for China's national conditions...
