Objective:The purpose of this study is to comprehensively understand the allocation and distribution characteristics of mental health resources in Inner Mongolia Autonomous Region in 2017,find out the advantages and disadvantages of mental health resource allocation in Inner Mongolia Autonomous Region,analyze the existing problems and causes,and propose corresponding countermeasures and measures to optimize the Inner Mongolia Autonomous Region.In order to optimize the allocation of mental health resourcesin Inner Mongolia Autonomous Region,scientifically formulate the basis for the mental health policy of the whole district.Method:Using questionnaires to investigate the status of mental health specialists and prevention agencies in Inner Mongolia Autonomous Region in 2017,collecting basic information,bed resources and human resources status of the institutions,using SPSS24.0 software and EXCEL software for descriptive analysis,using Lorenz curves and Gini coefficient analyzes the fairness of mental health resource allocation in all regions.Results:1.In the Inner Mongolia Autonomous Region in 2017,there were 42 mental health specialist medical institutions with a coverage rate of 40.77%.The most prefecture-level city in the district's mental health institutions is Tongliao City.2.In 2017,the Inner Mongolia Autonomous Region mental health specialist institution has 16,559 employees,including 12,716 incumbents,accounting for 76.79%,and 3,843 retirees,accounting for 23.21%;among the incumbents,6233,accounting for 49.02%,hiring The number of people was 6,483,accounting for 50.98%;the number of health technicians was 10,812,accounting for 85.03%,and the administrative and logistics personnel were 1,904,accounting for 14.97%.3.In 2017,there were 655 psychiatrists in Inner Mongolia Autonomous Region.The Gini coefficient of human resources of psychiatrists was 0.13073 according to population distribution,Gini coefficient was 0.52071 according to geographical area distribution;4267 psychiatric nurses,psychiatric nurses,human resources population distribution Gini coefficient is 0.16126,and the Gini coefficient according to the geographical area distribution is 0.274814.There were 31 mental health institutions in Inner Mongolia Autonomous Region,with 4,740 beds and 9,881 beds,with an average of 1.92/10,000;the average hospitalization days was 70.51 days/person,and the average hospitalization cost was 10,368.07 yuan/month.The Gini coefficient of the population distribution of the psychiatric institution is 0.14035,and the Gini coefficient according to the geographical area distribution is 0.55694.4.In 2017,the top two inpatients with mental illness in Inner Mongolia Autonomous Region were schizophrenia and affective disorder,accounting for 51%and 11.1% of the total number of inpatients respectively.In 2017,the total income of mental health institutions in Inner Mongolia Autonomous Region was 2,194,418,900 yuan.5.In 2017,the Inner Mongolia Autonomous Region undertook 39 psychiatric scientific research projects.Including 8 national-level projects,3 autonomous region-level projects,15 coal-level projects,and 13 in-house self-sustaining projects.6.In 2017,there were 89 mental health prevention and control institutions in Inner Mongolia Autonomous Region,including 1 at the autonomous region level,11 at the League level,and 77 at the county level,accounting for 1.12%,12.36%,and 86.51%,respectively;29 independent,60 For the institutions,they accounted for 32.58% and 67.42% respectively.In 2017,there were 424 mental health prevention and control personnel in Inner Mongolia Autonomous Region.The number and composition of the autonomous region,the League City and the Qixian County were 12(2.83%),214(50.47%)and 198(46.70%)respectively.In 2017,the investment in mental health prevention and control in Inner Mongolia Autonomous Region was 5.966 million yuan.Conclusion:Inner Mongolia Autonomous Region mental health institutions,personnel,financial resources are insufficient,and the distribution is not balanced;the lack of human resources is seriousin the region,the existing personnel's academic qualifications and professional title structure are unreasonable,mental health prevention and control staff are mostly part-time,professional and technical capabilities are not enough,prevention and control technology insufficient strength.Mental health manpower and capital investment should be further strengthened,the prevention and treatment system should be improved,the number of mental health institutions should be increased,coverage should be increased,and the introduction,cultivation and allocation of mental health professionals should be increased.
