Objective:Analysising of the status and fairness of health human resource allocation in xinjiang uygur autonomous region from 2010 to 2015.Finding the 2015 configuration standard and 2020 configuration planning and policy recommendations.It provides reference for the optimal allocation of health human resources.Method:The present situation of health resources in xinjiang is described by the method described which Compareing it with national data.Useing the gini coefficient and the lorenz curve that The indicators of human resources for health in xinjiang include:health technician,practicing(assistant)physician,registered nurse,management personnel allocation according to population,geographical area,economic level distribution.According to the health data,the human resource demand method is used to find out the actual configuration standard of xinjiang population natural growth and regional characteristics to find out the difference.Result:The number of medical staff,the number of registered nurses,the number of registered nurses and the number of management personnel were 5.8,2.07,2.21 and 0.26 respectively.Health manpower allocation and per capita health manpower resource is higher than the overall national requirements.The gini coefficient of population distribution is between 0.3-0.4,and the gini coefficient between 0.8-0.9 is based on geographical distribution.The gini coefficient of economic distribution is between 0.4and 0.5.There is a difference between the health staffing and measurement standards,and the control standards need to be improved.In the north xinjiang,the health resources of thousands of people are better than those in the southern xinjiang region,and the gap between them is small.There is a certain gap between the professional title and theeducational structure and the national level of the health workers in xinjiang,and it needs to be improved in comparison with the measurement standards.Conclusion: The distribution of human resources in xinjiang is important but not fair,and the rationality of human resource allocation needs to be taken seriously.We need to further optimize the internal structure,improve the training system and raise salary.
