Study On The Integration Of Basic Medical Insurance For Urban And Rural Residents In Fuzhou

Our country has built a basic medical insurance system with System of medical insurance for urban employees,System of medical insurance for urban residents and the new rural cooperative medical insurance system as the main body.The basic medical insurance system for urban residents and the new rural cooperative medical system have similar medical insurance objects.However,there are great differences in management,financing level and the expense reimbursement ratio between them.With the rapid development of social economy,these differences increased,and then affected social stability and national overall strategic plan of balancing urban and rural development.Therefore,it is necessary to integrate basic medical insurance for urban and rural residents,rationally allocate medical service resources in urban and rural areas,and promote the equalization of medical security for urban and rural residents.Basing on the theories of fairness,public goods and welfare economics,this paper selects the integration process of basic medical insurance for urban and rural residents in Fuzhou City as the study object.Literature analysis,comparative analysis and empirical research were used as study methods in this paper.By comparing the differences between the urban residents' basic medical insurance system and the new rural cooperative medical insurance system in terms of financing level and compensation treatment,analyzes the necessity of integration of the basic medical insurance for urban and rural residents in Fuzhou;studies the specific methods of implementing the integration of basic medical insurance for urban and rural residents in Fuzhou,and summarizes the initial results achieved since the implementation;analyzes the problems existing in the integration process of basic medical insurance for urban and rural residents from five aspects:compensation treatment,financing mechanism,overall level,supervision of medical institutions and administrative management,and then analyzes the reasons for these problems;and then put forward the corresponding countermeasures and suggestion's on this basis:first,strengthen the dominant position of the government and increase the financial input of the government;second,improve policy-making capacity,deepening the reform of the medical and health system and establish a long-term scientific mechanism;third,improve administrative management and efficiency;forth,increase policy publicity to improve the coverage of medical insurance for urban and rural residents.
