Military central hospital is one of the important components of our military health service system,which is the support capability of combat ability in war time.The department directors in a hospital play vital roles in the development of the department and hospital who are the core members to accomplish the medical support mission.In order to achieve the objective of building a strong army,it is necessary to build a scientific evaluation system of department directors in military central hospital.The author reviewed the study literature of performance measurement of domestic and international hospitals,director of the department performance evaluation,and discussed the theory.Based on the practical work of hospital management,the authors discussed the present situation,the problem and the key point of the performance management of the department directors in the military hospital;focusing on the tasks of department directors,building a scientific evaluation system of section officers of military central hospital is the subject.Certain hospitals tried to evaluate the performance of the heads of each clinical department in hospitals,but there is no system in a formal organization and evaluation standards.The investigation discovered that the absence of suitable remedies and actual effect was the main problem in the performance evaluation of department directors when paying great attention to economy,despise the organization objectives.The thesis puts out the evaluation system model with the key point of mission and responsibility of department directors by referring to literate methods,expert interviews,Analytic Hierarchy Process,analysis of goal and synthesis levels of analysis.The evaluation system model consists of two level,weighting targets and grades which focused on military combat readiness and serving for soldiers.This thesis also discussed how to strengthen organization and coordination,regular work procedure and separate the wheat from the chaff.At the same time,the using of the result,the principle of the evaluation system and the experience from practice was also introduced.The research object of this thesis takes one of the military central hospitals as an example.On the basis of analysis the effectiveness and practicality of the evaluation system model,the research of this thesis has realistic significance and practical values of building talent group and keeping hospital sustained development.
