Currently, the army Entered a period of deepening reform, the military hospitals with its unique identity and status, in the forefront of the wave of reform. With the adjustment of China’s health care system improvement, survival and development of the hospital is facing unprecedented opportunities and challenges. However, the military hospital as a hospital with a special mission and mandate not only to take on the task of resident medical insurance system forces, where they are confronted with increasingly fierce competition in the health care market, its disadvantage increasingly prominent. Gradually expand the new health care reform heralded medical institutions have entered a new " era of little profit," the military hospital on weak earnings will be further compressed. Challenges and difficulties making their own military hospitals must rethink the management and operation for the sake of the health care market in the new pattern for survival and development, and should be based on long-term, to learn the essence of the current scientific management, improve management, and promote long-term military hospital development.Performance evaluation is a business and the accounting profession in today’s world of major theoretical and practical issues. It is widely believed that the traditional single financial evaluation system is the product of information technology is relatively backward industrial age, it is difficult to adapt to the information age of global economic integration. Information Age developed information systems and high-tech information technology makes the evaluation of non-financial indicators, the evaluation process in a timely manner, intangible performance evaluation, evaluation of customer orientation, innovation evaluation, customer credit-worthiness evaluation is possible and necessary. For a long time, military hospitals and military support family property, even if the lack of income, as well as " payroll " pad belly, so that their local general hospital compared with the performance appraisal work is relatively backward. Now many military hospitals has been " family property" as a measure of hospital economic management focus less on the issue of performance. How to improve their level of medical technology at the same time, the pursuit of management efficiency in order to obtain military and economic benefits of the double harvest, is a major issue currently facing the military hospital.This article is based on operating performance military hospital for a comprehensive evaluation system of military service and development potential to build a set of financial evaluation, results of operations, the military effectiveness of integrated performance evaluation system, the text of a total of five parts.The first part is an introduction. Mainly describes the research background, research questions, as well as practical significance and purpose of the research study. Domestic and foreign enterprises performance evaluation and review historical development, current applications demonstrate broader theoretical performance evaluation studies and literature review.The second part presents the concepts and characteristics of hospital performance evaluation.
