At present, China is at the crucial period of health care reform which is closely related to vital interests of the public and the building of a well-off society in an all-round way. With the increasingly deepening and development of new medical reform, public hospitals, as the main component of medical industry, become the top priority of reform. They are facing a fierce competition because of multiple forms of ownership and operating model. New medical reform requires public hospitals to pay more attention to construction of public welfare and complete elimination of commercial trend while promoting their own development. By taking measures like separating prescribing from dispensing, allowing reasonable turnover of staff, optimizing working environment, valuing motivation mechanism and updating incentive method, public hospitals can improve their core competence and guarantee the successful implementation of reform on the basis of actual situation. Second Affiliated Hospital of Shanxi Medical University is a Grade A third level general medical institution which integrates medical treatment, scientific research, education, prevention, health care, physical examination and emergence treatment.Due to the longstanding institutional constraints and their own reasons, the hospital has some limitations in staff motivation which are mainly reflected in the following aspects:rigid incentive system, simplex method, inadequate stimulus and insufficient work in arousing staff’s enthusiasm. As a result, some hidden danger arises, including decreasing employee dissatisfaction, weakening of service awareness and dissatisfaction of patients to hospitals.This thesis conducts a systematic research to the motivation issues of public hospitals on the basis of social background of new medical reform and current situation of staff motivation in Second Affiliated Hospital of Shanxi Medical University. Some suggestions are put forward, such as optimizing mechanism of staff motivation, applying reasonable scientific salary distribution system, enriching incentive methods and adding some other means to improve staff enthusiasm and satisfactions, which can in turn enhance individual’s working performance and even the whole hospital’s efficiency. In this way, the overall efficiency of the hospital is improved and its competiveness is further strengthened, which play key roles in promoting the successful implementation of health care reform.
