In recent years,the comprehensive reform of public hospitals has become the focus of the country.The state encourages social administration of medicine and the macro-economy goes down.The growth rate of medical income in public hospitals is greatly reduced and the control of medical expenses is stricter.The cost-control of hospitals using scientific performance appraisal system is of great significance.In this paper,RBRVS(Resource Based Relative Value Scale)performance appraisal method is introduced into the performance evaluation of county-level public hospitals in our country.In order to adapt to the performance-based management of county-level hospitals,the assessment of RVU(Relative Value Unite)process is simplified,deepening the Localization Research of RBRVS Performance Evaluation.The controllable cost should be used to instead of the accounting cost in the original balance of payments method to enhance the guidance on cost control,to realize the cost control and meticulous management of public hospitals.Because RBRVS-based performance evaluation model pays attention to the control of service efficiency and cost,the evaluation and application of physician service quality are not enough.In order to enhance the service efficiency of physicians and enhance the service quality of physicians,this paper introduces the KPI(Key Performance Indicator)index system into the RBRVS performance evaluation model,and synthesizes the KPI values as the adjustment parameters of the physician's work values to enhance the physicians' Quality of attention,and strengthen the internal cooperation between departments.In this paper,we use case studies to conduct long-term research at LH Hospital to deeply understand the original LH performance evaluation system and its problems.Based on the actual situation of the hospital and related basic theory,we design a RBRVS-based public hospital performance management system and use KPI comprehensive Indicators amended to improve.Committed to improving the scientific performance of public hospital management,rationality and enforceability.
