For a long time,various structural and institutional problems in public hospitals have become increasingly prominent.Low efficiency,poor quality of service,and inadequacy in providing public service have not been effectively resolved.It is a long-term and arduous task for our government and researchers on the public administration to figure out how to give full play to the role of public hospitals..The reform of public hospitals has always been a major issue regarding people's well-being,which draws attention from all sectors of the society.The reform of corporate governance structures is an important part of the reform of public hospitals.As a pilot city,Weifang has always been an example introduced and promoted by National Health and Family Planning Commission(formerly known as the Ministry of Health).Through the summary of the experience of corporate governance reforms in public hospitals in Weifang for more than a decade,this study will provide basis and reference for the central government to develop national health policies and local governments to carry out reforms of public hospitals,which will play an important role in ensuring and facilitating the sound and the in-depth reform of public hospitals,and improving the efficiency and quality of public hospitals' service,.On the basis of the principal-agent theory and stakeholder theory as the fundamental framework,this study systematically analyzed the four stages of the development of corporate governance of public hospitals in Weifang,and clarified the path followed by Weifang in the structural reform of the corporate governance of public hospitals.Quantitative analysis was conducted on the implementation of public hospital reforms and the operation of the past three years.The implementation of public hospital reforms and the overall performance of the operation was found to be good,and social benefit was effectively ensured.,However,at the same time some problems were also exposed.,Through the in-depth interviews with government authorities,presidents and chairmen of public hospitals,the study used grounded theories to summarize problems found from these interviews into eight aspects such as the system was not fully recognized in terms of providing and regulating medical service,and the decentralization system measures did not produce substantial progress.The storyline for analyzing theproblems in the development of corporate governance structure was therefore grown into shape: due to the lack of widespread approval of the management system in providing and regulating the medical service,negative impact was caused by the fact that the level of effectiveness of the new round of reforms was significantly lower than expected,and the work of the board of directors and supervisors had been more on paper than in action.The experts were selected to rate the eight problems in terms of the importance,the urgency and the solvability.The most prominent problem in urgent need of a solution was the lack of widespread approval of the management system in providing and regulating the medical service.With this conclusion as the foundation,SPSS software and four-quadrant analysis was used to describe and analyze the data in a more intutionaly manner.PEST theory applicable to the analysis of macro factors was also adopted in this study to carry out an in-depth analysis of the root cause of the problems faced with Weifang in reforming the corporate governance of its public hospitals,from four areas of perspectives including the politics,economy,society and culture,as well as technical environment.Guided by the management theory,interactive governance,and incentive compatibility theory,the study proposed countermeasures and suggestions that could address both the symptoms and the root cause and that were highly feasible to improve the corporate governance structure of public hospitals in Weifang,including raising the level of recognition for the current reform,continuing the transformation of the governments' function,encouraging coordination among multiple agencies,establishing and improving the follow-up supporting system.
